Abstract

Dalam rangka meningkatkan keunggulan daya saing, PT. PLN (Persero) Distribusi Jawa Timur mulai mengacu kepada Malcolm Baldrige Criteria for Performance Excellence (MBCFPE) yang telah dijadikan acuan bagi hampir semua BUMN di Indonesia dengan melakukan Employee Engagement Survey, sebuah survei pengukuran loyalitas pegawai terhadap. Saat ini PT. PLN Distribusi Jawa Timur merasa perlu merumuskan kriteria kepuasan kerja pegawai yang sesuai dengan kondisi daerah kerjanya untuk menggambarkan kondisi riil unit bisnis ini serta untuk menilai apakah kuesioner Employee Engagement yang merupakan hasil kebijakan PT. PLN (Persero) untuk seluruh unit bisnisnya masih relevan untuk digunakan dalam pengukuran kepuasan pegawai berikutnya. Penelitian ini menambahkan beberapa kriteria kepuasan pegawai untuk memperbaiki kriteria Employee Engagement Survey yang telah digunakan sebelumnya. Penambahan beberapa kriteria tersebut akan menjadi suatu altematif baru. Pada altematif barn ini, pengukuran in kepuasan kerja dengan keterikatan kerja kepuasan kerja pegawai akan dilakukan terpisah, mengacu kepada pengukuran yang terdapat pada MBCFPE, sehingga terdapat dua jenis survei yang dilakukan, yakni Employee Satisfaction Survey dan Employee Engagement Survey. Dari hasil penelitian diketahui bahwa kriteria- kriteria yang terdapat pada Employee Engagement Survey yang dikeluarkan oleh PT. PLN kantor pusat kurang dapat menggambarkan tingkat kepuasan kerja dan loyalitas pegawai yang sesuai dengan kondisi internal PT. PLN Distribusi Jawa Timur. Sebagai perbaikan terhadap kuesioner tersebut , kuesioner ESS dan EES yang diperoleh melalui AHP dan pemilihan altematif melalui metode TOPSIS dianggap lebih mampu menggambarkan kepuasan dan loyalitas pegawai

In order to increase competitive advantage, PT. PLN (Persero) East Java Distribution began referring to the Malcolm Baldrige Criteria for Performance Excellence (MBCFPE), which has been used as a reference for almost all SOEs in Indonesia by conducting an Employee Engagement Survey, a survey measuring employee loyalty. Currently PT. PLN East Java Distribution feels the need to formulate criteria for employee job satisfaction in accordance with the conditions of the work area to describe the real condition of this business unit and to assess whether the Employee Engagement questionnaire which is the result of PT. PLN (Persero) for all of its business units is still relevant for use in measuring subsequent employee satisfaction. This study adds several employee satisfaction criteria to improve the Employee Engagement Survey criteria that have been used previously. The addition of some of these criteria will become a new alternative. In this new alternative, the measurement of job satisfaction with work engagement will be carried out separately, referring to the measurements contained in the MBCFPE, so that two types of surveys will be conducted, namely the Employee Satisfaction Survey and the Employee Engagement Survey. From the research results it is known that the criteria contained in the Employee Engagement Survey issued by PT. PLN head office is less able to describe the level of job satisfaction and employee loyalty in accordance with the internal conditions of PT. East Java Distribution PLN. As an improvement to the questionnaire, the ESS and EES questionnaires obtained through AHP and the selection of alternatives through the TOPSIS method are considered to be more capable of describing employee satisfaction and loyalty
