Abstract
Even though socially sustainable building is becoming more and more popular worldwide, however, past studies indicate that when policymakers support sustainable building development, the social dimension is often given insufficient attention or entirely disregarded. There are not many studies that focus on the problems of socially sustainable buildings in Afghanistan. Furthermore, it is unclear how socially sustainable solutions are being adopted and applied in the Afghan construction sector. This research has investigated the factors that may promote or hinder social sustainability implementation in residential building construction within Afghanistan. The study gathered data from construction professionals and employed Exploratory Factor Analysis (EFA) and Varimax for analysis. The primary goal is to reduce the barriers and driver’s dimensionality to make it easier for the practitioners to overcome the challenges and adopt the strategies. Moreover, to inform decision-making in the industry and encourage the adoption of more socially sustainable construction practices. The findings are critically analyzed and discussed. The results show that there are six underlying factors for barriers (stakeholder related constraints, financial/technical constraints, political constraints, professional constraints, knowledge constraints, and academic inadequacy constraints), and there are six underlying factors for drivers (organization engagement drivers, market influence drivers, professional drivers, knowledge drivers, feasibility drivers, and governmental drivers) of socially sustainable building construction in this context. Among the barriers, lack of urban planning, lack of awareness, and lack of economic incentives are rated as the greatest impediments meanwhile among the drivers, education, regulatory compliance, and indoor environmental quality are the biggest motives for social sustainability in residential buildings.

Meskipun pembangunan berkelanjutan secara sosial menjadi semakin populer di seluruh dunia, namun penelitian-penelitian terdahulu menunjukkan bahwa ketika para pengambil kebijakan yang mendukung pembangunan bangunan berkelanjutan, dimensi sosial sering kali kurang mendapat perhatian atau diabaikan sama sekali. Tidak banyak penelitian yang fokus pada permasalahan bangunan berkelanjutan secara sosial di Afghanistan. Selain itu, masih belum jelas bagaimana solusi berkelanjutan secara sosial diadopsi dan diterapkan di sektor konstruksi di wilayah Afghanistan. Penelitian ini mangkaji faktor-faktor yang dapat mendorong atau menghambat penerapan keberlanjutan sosial dalam konstruksi bangunan tempat tinggal di Afghanistan. Penelitian ini mengumpulkan data dari para tenaga profesional konstruksi dan menggunakan Analisis Faktor Eksploratori (EFA) dan Varimax untuk analisis. Tujuan utamanya adalah untuk mengurangi dimensi hambatan dan pendorong sehingga memudahkan para praktisi dalam mengatasi tantangan dan menerapkan strategi. Selain itu, untuk memberikan informasi dalam pengambilan keputusan di industri dan mendorong penerapan praktik konstruksi yang lebih berkelanjutan secara sosial. Temuan-temuan tersebut dianalisis dan didiskusikan secara kritis. Hasil penelitian menunjukkan bahwa ada enam faktor yang mendasari hambatan (kendala terkait pemangku kepentingan, kendala finansial/teknis, kendala politik, kendala profesional, kendala pengetahuan, dan kendala ketidakmampuan akademis), dan ada enam faktor yang mendasari pendorong (pendorong keterlibatan organisasi, pendorong pengaruh pasar, pendorong profesional, pendorong pengetahuan, pendorong kelayakan, dan pendorong pemerintah), konstruksi bangunan yang berkelanjutan secara sosial dalam konteks ini. Di antara hambatan-hambatan tersebut, kurangnya perencanaan kota, kurangnya kesadaran, dan kurangnya insentif ekonomi dinilai sebagai hambatan terbesar, sedangkan di antara faktor pendorongnya, pendidikan, kepatuhan terhadap peraturan, dan kualitas lingkungan dalam ruangan merupakan alasan terbesar bagi keberlanjutan sosial pada bangunan tempat tinggal.
