Abstract
Lahan kosong seluas 12.027 m2 yang terletak di Jalan Kenjeran Nomor 504 Kota Surabaya dengan pemilik PT Kopelland sebelumnya direncanakan untuk dibangun tower apartemen The Arundaya Surabaya. Namun karena penjualan unit masih belum mampu menutup biaya proyek, pembangunan tower apartemen tersebut tidak kunjung dilakukan. Lahan tersebut berada pada akses yang strategis, yaitu Jalan Kenjeran dan Jalan Dr. Ir. H. Soekarno. Lahan kosong ini sudah dilakukan penawaran penjualan sejak tahun 2019, namun sampai saat ini lahan belum berhasil terjual. Penawaran lahan pada investor akan lebih mudah apabila sudah terdapat hasil analisis pemanfaatan lahan sehingga diperlukannya analisis highest and best use untuk menentukan pemanfaatan yang memberikan nilai tertinggi dan terbaik dari lahan tersebut. Penelitian ini bertujuan untuk menganalisis alternatif pemanfaatan lahan kosong di Jalan Kenjeran Nomor 504 Kota Surabaya yang dapat memberikan nilai lahan terbaik dan tertinggi. Alternatif pemanfaatan lahan didapatkan dengan analisis permintaan properti dan observasi terkait perkembangan lahan sekitar properti. Analisis alternatif pemanfaatan lahan terbaik dan tertinggi menggunakan metode highest and best use yang terdiri dari analisis aspek legal yang meliputi zoning dan building code; analisis aspek fisik yang meliputi lokasi lahan, ukuran dan bentuk lahan, aksesbilitas, utilitas, dan preliminary design; aspek finansial yang meliputi perencanaan biaya investasi, perencanaan pendapatan, perencanaan pengeluaran, dan analisis arus kas; serta aspek produktivitas maksimum untuk menentukan nilai lahan tertinggi. Dari hasil penelitian ini didapatkan tiga alternatif properti untuk pemanfaatan lahan, yaitu perkantoran, apartemen, dan hotel. Dari ketiga alternatif tersebut, pemanfaatan lahan sebagai properti komersial apartemen merupakan alternatif bangunan dengan penggunaan tertinggi dan terbaik bagi lahan objek penelitian ini. Alternatif properti komersial apartemen memiliki nilai lahan sebesar Rp39.657.043,78/m2 dengan persentase kenaikan nilai lahan sebesar 227% dari nilai lahan awal.

A vacant land of 12,027 m² located at Jalan Kenjeran Number 504, Surabaya, owned by PT Kopelland, was previously planned to be developed into The Arundaya Surabaya apartment tower. However, due to unit sales not being able to cover project costs, the construction of the apartment tower has not been carried out. This land is situated at a strategic access point, namely Jalan Kenjeran and Jalan Dr. Ir. H. Soekarno. The land has been on sale since 2019, but it has not been sold yet. Offering the land to investors would be easier if there were an analysis of land use, thus the need for a highest and best use analysis to determine the utilization that provides the highest and best value of the land. This study aims to analyze alternative uses of the vacant land at Jalan Kenjeran Number 504, Surabaya, that can provide the best and highest land value. The land use alternatives are obtained through property demand analysis and observations related to land development around the property. The analysis of the highest and best use alternatives uses the highest and best use method, which includes an analysis of legal aspects covering zoning and building code; physical aspects including land location, land size and shape, accessibility, utilities, and preliminary design; financial aspects covering investment cost planning, revenue planning, expense planning, and cash flow analysis; and maximum productivity aspects to determine the highest land value. From the results of this study, three property alternatives for land use were obtained, namely office buildings, apartments, and hotels. Among these three alternatives, land use as a commercial property for apartments is the alternative with the highest and best use for the land in this study. The alternative of commercial property for apartments has a land value of Rp39.657.043,78/m² with a percentage increase in land value of 227% from the initial land value.
