Abstract

Institut Teknologi Sepuluh Nopember (ITS), sebagai salah satu pendidikan tinggi di Indonesia, secara aktif memenuhi kebutuhan kapasitas mahasiswa yang terus meningkat setiap tahunnya dengan mendirikan Gedung Tower 3 Institut Teknologi Sepuluh Nopember. Berdasarkan PermenPUPR 22/PRT/m/2018 tentang Pembangunan Bangunan Gedung Negara, wajib dilakukan rekayasa nilai untuk konstruksi bangunan dengan luas lebih dari 12.000 m2 atau lebih dari 8 lantai. Dalam hal ini, Gedung Tower 3 Institut Teknologi Sepuluh Nopember memiliki 11 lantai dengan luas 8.093 m2 sehingga perlu dilakukan rekayasa nilai. Dengan biaya pembangunan per m2 Gedung Tower 3 Institut Teknologi Sepuluh Nopember sebesar Rp9.697.287,29, jika dibandingkan dengan Standar Harga Satuan Bangunan Gedung Negara (HSBGN) wilayah Surabaya maka didapatkan perbedaan biaya per m2 yang lebih tinggi sebesar Rp3.437.287,29. Kemudian, ditemukan indikasi biaya pembangunan per m2 yang lebih tinggi jika dibandingkan dengan proyek yang setara secara fungsi, ukuran, dan spesifikasi item yaitu Gedung Pringgodigdo Universitas Airlangga. Jika dibandingkan, maka Gedung Tower 3 Institut Teknologi Sepuluh Nopember memiliki biaya pembangunan per m2 yang lebih tinggi sebesar Rp2.408.114,89. Indikasi-indikasi ini memperkuat alasan diperlukannya efisiensi biaya. Metode rekayasa nilai digunakan dalam proyek ini untuk mengidentifikasi biaya tak perlu dan melakukan penghematan biaya pada desain tanpa mengurangi nilai fungsi yang ada. Langkah-langkah yang dilakukan pada penelitian ini antara lain tahap pengumpulan data dan identifikasi item berbiaya tinggi menggunakan breakdown cost analysis, analisis pareto, dan analisis fungsi. Selanjutnya, dilakukan tahap kreatif untuk mencari alternatif item, kemudian tahap analisis menggunakan Life Cycle Cost (LCC), Analytical Hierarchy Process (AHP), dan penentuan alternatif terbaik menggunakan analisis keputusan berbasis nilai. Terakhir, dilakukan pembahasan yang berisi rekomendasi-rekomendasi alternatif item desain yang terpilih serta besar penghematan yang terjadi. Hasil analisis pada identifikasi awal menemukan dua (2) item arsitektural yang berpotensi dilakukan rekayasa nilai yaitu item dinding dan lantai. Pada item dinding, terdapat tiga (3) jenis item yaitu dinding interior umum (kecuali KM), dinding lobby lift, dan dinding kamar mandi. Pada item lantai, terdapat dua (2) jenis item yaitu lantai tangga dan lantai kamar mandi. Masing-masing alternatif terbaik yang didapat pada setiap jenis item dinding berhasil memberikan penghematan sebesar Rp2.220.351.175,00 atau sebesar 11,59% dari Life Cycle Cost awal. Alternatif-alternatif terbaik yang didapat pada setiap jenis item lantai berhasil memberikan penghematan sebesar Rp218.262.034,00 atau sebesar 10,10% dari Life Cycle Cost awal.

Sepuluh Nopember Institute of Technology (ITS), as one of the higher education institutions in Indonesia, is actively meeting student capacity needs which continue to increase every year by establishing Sepuluh Nopember Institute of Technology Tower 3 Building. Based on PermenPUPR 22/PRT/m/2018 concerning the Construction of State Buildings, it is mandatory to carry out value engineering for the construction of buildings with an area of more than 12,000 m2 or more than 8 floors. In this case, the Sepuluh Nopember Institute of Technology Tower 3 Building has 11 floors with an area of 8,093 m2 so value engineering needs to be carried out. With the construction cost per m2 of the Sepuluh Nopember Institute of Technology Tower 3 Building amounting to Rp9,697,287.29, when compared with the Standard State Building Unit Price (HSBGN) for the Surabaya region, the difference in cost per m2 is higher at Rp3,437,287.29. Then, indications were found that the construction costs per m2 were higher when compared with a project that was equivalent in function, size, and item specifications, namely the Pringgodigdo Building, Airlangga University. If compared, the Sepuluh Nopember Institute of Technology Tower 3 Building has a higher construction cost per m2 of Rp2,408,114.89. These indications strengthen the reasons for the need for cost efficiency. Value engineering methods were used in this project to identify unnecessary costs and make cost savings in the design without reducing the value of existing functions. The steps taken in this research include the data collection stage and identification of high-cost items using breakdown cost analysis, pareto analysis, and function analysis. Next, a creative stage is carried out to look for alternative items, then an analysis stage using Life Cycle Cost (LCC), Analytical Hierarchy Process (AHP), and determining the best alternative using value-based decision analysis. Finally, a discussion was held containing recommendations for alternative design items selected and the amount of savings that occurred. The results of the analysis during the initial identification found two (2) architectural items that had the potential for value engineering, namely wall and floor items. In wall items, there are three (3) types of items, namely general interior walls (except toilet), elevator lobby walls, and bathroom walls. In floor items, there are two (2) types of items, namely stair floors and bathroom floors. Each of the best alternatives obtained through value-based decision analysis for each type of wall items succeeded in providing savings of Rp2,220,351,175.00 or 11.59% of the initial Life Cycle Cost. The best alternatives obtained for each type of floor items succeeded in providing savings of Rp218,262,034.00 or 10.10% of the initial Life Cycle Cost.
