Abstract

The impact of infrastructure development, especially toll roads, can be felt by the wider community. Toll roads can reduce congestion and also facilitate the distribution of goods and services by land. Toll road development also acts as one of the drivers of the national economy. Large amount of construction materials are needed to build toll road. The process of obtaining materials, known as supply chain does not always go smoothly due to risk in project supply chain system itself. The project studied in this research is Solo - Yogyakarta - NYIA Kulonprogo Toll Road Project Section 1.1. This project is located in Ngasem, Colomadu, Surakarta. This toll road connecting Kartasura to Klaten for 22 km. The purpose of this research is to identify risks, assess the risks, identify controls using bowtie method. In this research, previous researchs are used as the reference for the risk variables for the questionnaire. This research addresses risks whether they are relevant or not relevant by distributing preliminary questionnaire, then distributing the main questionnaire to determine the scale of probability and impact of each relevant risk. After that, risk assessment is conducted using probability and impact matrix to categorize the risk based on the probability and severity to the project. Then the high category risk will be analysed for threats, consequences, and controls using bowtie method. The process of bowtie involves direct interview with the related parties to identify the threat and consequences, then draft a brainstromed ideas for the prevention and mitigation controls, and the last step is to review the drafted ideas with the related parties to know which controls are viable to be done by the parties. From data analysis result, according to contractor’s perception to reinforcing iron suppliers, there are 4 risks categorized as high namely, delay in material delivery, production price for goods and services has increased, additional quantity material order due to changes in specifications, and sudden materials order. According to contractor’s perception to concrete supplier, there are 6 risks categorized as high namely, delay in material delivery, incompatibility of specifications supplied by subsuppliers with those ordered, changes in the price of materials supplied due to the escalation of material price, production price for goods and services has increased, submission of claims from the contractor for material dissatisfaction that has been sent by the supplier, and sudden materials order. Bowtie analysis of high-category risks is obtained in the form of the causes of the risk to occur, the consequences of the risk, preventive controls to reduce the potential for the risk to occur, and mitigation controls to reduce the impact of the risk.
