Abstract

Kebijakan tarif angkutan umum merupakan komponen dasar yang sangat penting dalam pengoperasian angkutan umum karena tarif merupakan faktor utama dalam pendapatan dan sangat berpengaruh terhadap kondisi finansial operator angkutan umum. Penerapan kebijakan struktur tarif bertahap pada angkutan laut perintis saat ini diatur dalam PM 7 tahun 2023. Penerapan struktur tarif yang dipengaruhi oleh jarak dapat memberikan peluang untuk menghasilkan pendapatan yang lebih besar dan berimplikasi terhadap penurunan besaran subsidi. Penelitian ini bertujuan untuk melakukan evaluasi terhadap pengembangan beberapa alternatif kebijakan struktur tarif yang dapat diterapkan oleh angkutan laut perintis dan kemudian memberikan rekomendasi kebijakan struktur tarif yang dapat berpengaruh terhadap penurunan besaran subsidi dengan memperhatikan kemampuan membayar pengguna atas perubahan tarif yang terjadi. Dalam penelitian ini menggunakan analisis ability to pay dalam penentuan besaran tarif angkutan laut perintis. Dengan melakukan evaluasi terhadap seluruh trayek yang telah dirumuskan maka diperoleh hasil bahwa kebijakan yang paling direkomendasikan adalah struktur tarif zona (zonal fare) dengan kebijakan tarif saat ini dikalikan dengan nilai pengali yang paling optimum. Nilai subsidi saat ini sebesar Rp 1.792 triliun dengan tarif yang berlaku, setelah dilakukan penentuan tarif berdasarkan kemampuan daya beli masyarakat didapatkan subsidi sebesar Rp1.767 triliun. Maka diperoleh pengurangan nilai subsidi sebesar Rp25 miliar dari penentuan nilai tarif yang telah diperhitungkan.

The public transportation fare policy is a crucial component in the operation of public transport because fares are the main source of revenue and significantly impact the financial condition of public transport operators. The implementation of a tiered fare structure policy for pioneer maritime transport is currently regulated under PM 7 of 2023. Applying a fare structure influenced by distance can provide opportunities for higher revenue and reduce the amount of subsidies. This study aims to evaluate the development of several alternative fare structure policies that can be applied to pioneer maritime transport and subsequently provide policy recommendations that could reduce subsidies while considering users' ability to pay for fare changes. This study uses the ability-to-pay analysis to determine the appropriate fare for pioneer maritime transport. By evaluating all proposed routes, the study finds that the most recommended policy is a zonal fare structure, with the current fare multiplied by the most optimal factor. The total subsidy under the existing tariff is Rp 1.792 trillion, whereas using the proposed tariff based on the ATP value results in a total subsidy of Rp 1.767 trillion, which is Rp 25 billion lower than the existing.
