Abstract

PUDAM Kabupaten Ponorogo adalah perusahaan daerah yang menyelenggarakan pengelolaan air minum bagi masyarakat. Setiap unit IKK di PUDAM Kab. Ponorogo memiliki beberapa unit produksi. Unit produksi Pulung sebagai salah satu unit produksi yang memiliki unit pengolahan sederhana, terdapat permasalahan yang terjadi yaitu total coliform yang melebihi baku mutu air sungai kelas I dan kinerja unit saringan pasir cepat yang kurang optimal dalam meremoval kekeruhan. Di sisi lain, penyelenggara air minum harus menjaga kepatuhannya terhadap persyaratan wajib dan tambahan yang tercantum dalam Permenkes RI No. 492 Tahun 2010 guna menjamin air minum yang dihasilkan aman bagi kesehatan sesuai dengan baku mutu. Oleh karena itu, perlu dilakukan analisis risiko untuk mengurangi potensi kegagalan dalam produksi air minum. Dalam penelitian ini, metode yang digunakan adalah Failure Mode and Effect Analysis (FMEA). Metode FMEA digunakan untuk identifikasi penyebab permasalahan pada proses produksi. Analisis dilakukan dengan memperhatikan aspek teknis maupun non teknis. Data yang digunakan dalam analisis FMEA ini yaitu kondisi eksisting unit pengolahan, hasil uji laboratorium kualitas air, dan hasil wawancara serta kuesioner dengan pihak PUDAM Kabupaten Ponorogo. Penilaian dilakukan menggunakan perkalian antara nilai severity, occurance dan detection yang dinyatakan dengan nilai Risk Priority Number (RPN).
Analisis menggunakan FMEA pada penelitian ini diperoleh nilai RPN yang tinggi pada aspek teknis dengan nilai 125 yaitu pengujian kualitas air pada unit reservoir. Sedangkan pada aspek non teknis nilai RPN tertinggi pada analisis kualitas air, dengan nilai RPN yaitu 125. Tindakan perbaikan yang dapat dilakukan pada aspek teknis adalah analisis kualitas air produksi pada reservoir dilakukan mengikuti Permenkes RI No. 736 Tahun 2010 serta penambahan proses klorinasi agar total coliform bisa memenuhi baku mutu serta penggantian dan pencucian media sesuai kriteria yang ada guna meningkatkan efisiensi removal kekeruhan. Pada aspek non teknis dilakukan perbaikan pada pelaksanaan analisis kualitas air sesuai dengan Permenkes No. 736 Tahun 2010

PUDAM Ponorogo is a regional company that organizes drinking water management for the public. Each IKK unit in PUDAM Kab. Ponorogo has several production units. There is a production unit that has simple processing, namely the Pulung production unit. Pulung production unit is one of the production units that has a simple processing unit, some problems that occur, namely the total coliform that exceeds water quality standard of the river class I and the performance of the rapid sand filter unit which is less than optimal in removing turbidity. Meanwhile, drinking water providers must comply with the mandatory and additional requirements stated in Permenkes No. 492 of 2010 to ensure that the drinking water produced is safe for health by quality standards. Based on these problems, it is necessary to carry out a risk analysis to reduce the potential for failure in water production. In this study, the method used is Failure Mode and Effect Analysis (FMEA). This method is used to identify the causes of problems in the production process. The analysis is carried out by taking into the technical and non-technical aspects. The data used in this FMEA analysis are the existing condition of the treatment unit, the results of laboratory tests on water quality, and the results of interviews and questionnaires with internal PUDAM Ponorogo. The assessment is carried out using the multiplication of the values of severity, occurrence, and detection which is stated by the value of the Risk Priority Number (RPN). Analysis using FMEA in this study obtained a high RPN value in the technical aspect with a value of 125, namely testing the quality of water in the reservoir unit. Meanwhile, in the non-technical aspect, the highest RPN value is in water quality analysis, with an RPN value of 125. The corrective action that can be taken on the technical aspect is an analysis of the quality of the production water in the reservoir, which is carried out following Permenkes No. 492 of 2010 and also the addition of a chlorination process for total coliform can fulfill quality standards, and also media replacement and media washing according to existing criteria to increase the efficiency of removing turbidity. In the non-technical aspect, improvements must be made to monitoring water quality analysis by Permenkes No. 736 of 2010 with physical, microbiological, and chemical parameters.
