Abstract

Industri konstruksi sering kali menghadapi penundaan dan pembengkakan biaya karena inefisiensi dan pemborosan. Lean Construction, khususnya Last Planner System (LPS), menawarkan solusi dengan meningkatkan akurasi perencanaan, kolaborasi, dan keandalan alur kerja. Namun, model yang komprehensif untuk menilai implementasi LPS masih terbatas. Penelitian ini bertujuan untuk mengembangkan model penilaian dengan menggunakan 25 kriteria evaluasi yang dikelompokkan ke dalam lima tahap utama: penjadwalan induk, penjadwalan fase, perencanaan waktu tunggu, perencanaan kerja mingguan, dan pembelajaran. Penilaian ahli digunakan untuk menentukan relevansi dan pembobotan setiap kriteria, dan kuesioner digunakan untuk mengevaluasi implementasi LPS di empat proyek konstruksi BUMN di Indonesia. Hasilnya menunjukkan tingkat implementasi yang bervariasi, dengan perencanaan waktu tunggu menerima bobot tertinggi (29,32%) dan penjadwalan induk terendah (10,85%). Skor berkisar antara 3,60 hingga 4,58 dari 5,00, menunjukkan bahwa praktik praktik LPS secara umum telah diterapkan namun masih perlu ditingkatkan. Model yang diusulkan berfungsi sebagai alat praktis untuk mengukur dan meningkatkan implementasi LPS untuk pelaksanaan proyek konstruksi yang lebih efisien.

The construction industry often faces delays and cost overruns due to inefficiencies and waste. Lean Construction, particularly the Last Planner System (LPS), offers a solution by improving planning accuracy, collaboration, and workflow reliability. However, comprehensive models to assess LPS implementation are still limited. This study aims to develop an assessment model using 25 evaluation criteria grouped into five key stages: Master Scheduling, Phase Scheduling, Lookahead Planning, Weekly Work Planning, and Learning. Expert judgment was used to determine the relevance and weighting of each criterion, and a questionnaire was applied to evaluate LPS implementation in four Indonesian state-owned construction projects. The results revealed varying implementation levels, with Lookahead Planning receiving the highest weight (29.32%) and Master Scheduling the lowest (10.85%). Scores ranged from 3.60 to 4.58 out of 5.00, showing that LPS practices are generally applied but still need improvement. The proposed model serves as a practical tool to measure and enhance LPS implementation for more efficient construction project delivery.
