Abstract

Industri konstruksi merupakan salah satu sektor yang memiliki dampak signifikan terhadap lingkungan global. Menurut data Kementerian Lingkungan Hidup dan Kehutanan (KLHK) tahun 2021, sektor konstruksi berkontribusi terhadap 60% limbah padat dan menyumbang lebih dari 20% emisi karbon nasional. Untuk mengatasi masalah ini, konsep pengadaan hijau (green procurement) mulai diperkenalkan di sektor konstruksi. Green procurement merupakan pendekatan pengadaan barang dan jasa yang mengutamakan penggunaan material ramah lingkungan, efisiensi energi, dan pengelolaan limbah yang berkelanjutan. Namun, di Indonesia, penerapan green procurement masih belum dilaksanakan secara luas serta masih banyak menghadapi berbagai kendala. Maka penelitian ini bertujuan untuk menganilisis pengaruh hubugan faktor pendorong terhadap peningkatan penerapan green procurement pada proyek konstruksi di Indonesia. Terdapat lima variabel yang ditinjau sebagai faktor pendorong peningkatan penerapan green procurement yaitu Kebijakan Pemerintah, Keterlibatan Pemangku Kepentingan, Pengetahuan dan Prinsip, Faktor Pasar dan Faktor Perusahaan. Sebanyak 33 indikator yang didapatkan dari variabel pendorong peningkatan penerapan green procurement. Metode analisis yang diterapkan menggunakan metode Partial Least Squares Structural Equation Modeling (PLS-SEM) melalui sebaran kuisioner yang melibatkan 102 responden dari badan usaha pada proyek konstruksi seperti konsultan, kontraktor dan pemasok. Dari hasil analisa didapatkan Faktor Pasar dan Faktor Perusahaan memiliki pengaruh langsung. Sedangkan Kebijakan Pemerintah, Keterlibatan Pemangku Kepentingan dan Pengetahuan dan Prinsip memiliki pengaruh secara tidak langsung. Nilai path coefficient terbesar 0,455 didapatkan dari pengaruh langsung Faktor Perusahaan terhadap peningkatan penerapan green procurement.

The construction industry is one of the sectors that has a significant impact on the global environment. According to data from the Ministry of Environment and Forestry (KLHK) in 2021, the construction sector contributes to 60% of solid waste and accounts for more than 20% of national carbon emissions. To address this issue, the concept of green procurement has been introduced in the construction sector. Green procurement is an approach to the procurement of goods and services that prioritizes the use of environmentally friendly materials, energy efficiency, and sustainable waste management. However, in Indonesia, the implementation of green procurement has not yet been widely adopted and still faces various challenges. Therefore, this study aims to analyze the influence of driving factors on increasing the implementation of green procurement in construction projects in Indonesia. There are five variables examined as driving factors for increasing the implementation of green procurement, namely Government Policy, Stakeholder Involvement, Knowledge and Principles, Market Factors, and Company Factors. A total of 33 indicators were obtained from the variables driving the increase in the implementation of green procurement. The analysis method used was Partial Least Squares Structural Equation Modeling (PLS-SEM) through a questionnaire distributed to 102 respondents from business entities involved in construction projects, such as consultants, contractors, and suppliers. The analysis results show that Market Factors and Company Factors have a direct influence. Meanwhile, Government Policy, Stakeholder Involvement, and Knowledge and Principles have an indirect influence. The largest path coefficient value of 0.455 was obtained from the direct influence of Company Factors on increasing the implementation of green procurement.
