Abstract
Limbah merupakan permasalahan yang tak terhindarkan dalam proyek konstruksi dan dapat berdampak negatif terhadap lingkungan serta keberhasilan proyek. Oleh karena itu, manajemen limbah yang efektif sangat penting untuk mencegah pemborosan material selama proses konstruksi. Penelitian ini bertujuan untuk menganalisis tingkat limbah (waste level) dan biaya limbah (waste cost) guna mengidentifikasi material yang paling berkontribusi terhadap pemborosan, dengan menggunakan metode Pareto. Volume beton dihitung berdasarkan hasil survei lapangan dan gambar perencanaan (DED), sedangkan volume besi dihitung menggunakan metode Bar Bending Schedule (BBS) untuk memperoleh data pemakaian aktual dan sisa potongan. Akar penyebab limbah diidentifikasi melalui studi literatur dan wawancara, kemudian dianalisis secara sistematis menggunakan metode Fuzzy Fault Tree Analysis (FFTA). Selanjutnya, alternatif mitigasi pemborosan dianalisis menggunakan Event Tree Analysis (ETA) berdasarkan skenario tindakan yang diperoleh dari hasil wawancara dan literatur terdahulu dan waste management hierarchy digunakan untuk menganalisis langkah pengurangan waste yang dapat dilakukan proyek tersebut. Hasil penelitian menunjukkan bahwa beton ready-mix memiliki waste cost, yaitu sebesar Rp282.481.920,76 dengan waste level 5,4%, diikuti oleh besi dengan total waste level 7,54% dan waste cost sebesar Rp 543.139.848,00. Penyebab utama limbah berasal dari kesalahan dalam pelaksanaan, meliputi tenaga kerja, metode kerja, desain, dan manajemen. Penanganan limbah pada proyek Rumah Sakit Adhyaksa Mojokerto mengikuti hierarki manajemen limbah, yaitu pengurangan (reduce), penggunaan kembali (reuse), menyimpan (stored), menjual kembali (reselling), dan mendaur ulang (recycle).

Waste is an inevitable issue in construction projects and can negatively affect both the environment and project success. Therefore, effective waste management is crucial to prevent material losses during the construction process. This study aims to analyze the waste level and waste cost to identify the materials that contribute most to waste, using the Pareto method. The volume of ready-mix concrete was calculated based on field surveys and planning drawings (DED), while the volume of reinforcing steel was determined using the Bar Bending Schedule (BBS) method to obtain actual usage data and cutting waste. The root causes of waste were identified through literature review and interviews, then systematically analyzed using the Fuzzy Fault Tree Analysis (FFTA) method. Furthermore, alternative mitigation strategies were analyzed using Event Tree Analysis (ETA), based on scenarios derived from interviews and previous literature. The waste management hierarchy was also applied to evaluate practical reduction strategies implementable on-site. The results show that ready-mix concrete generated the highest waste cost, amounting to IDR 282,481,920.76 with a waste level of 5.4%, followed by rebar at waste level 7,54% and waste cost IDR 543,139,848.00. The primary causes of waste stem from execution errors, including issues related to labor, construction methods, design changes, and project management. Waste handling at the Adhyaksa Hospital Construction Project follows the waste management hierarchy, consisting of reduction, reuse, storage, reselling, and recycling.
