Abstract
Industri jasa konstruksi merupakan sektor ekonomi yang mencakup berbagai aktivitas yang berkaitan dengan pembangunan dan pemeliharaan bangunan serta infrastruktur. Salah satu industri jasa konstruksi pada PT X yang bergerak dibidang konstruksi perumahan berlokasi di Tuban, Jawa Timur. Studi kasus pada permasalahan risiko yang ada di industri konstruksi yaitu terjadi pembengkakan biaya dari anggaran semula selama tahap pelaksanaan proyek, yang menyebabkan proyek melebihi batas anggaran yang telah direncanakan. Hal tersebut dikarenakan tahapan proses konstruksi yang terperinci dimulai dari tahapan perencanaan hingga penutupan proyek. Oleh karena itu, penelitian ini mengidentifikasi tahapan pada industri jasa konstruksi dengan menggunakan Project Management Life Cycle (PMLC) meliputi initiation, planning, execution, monitoring and closing kemudian mengidentifikasi risk event dan risk agent yang ada pada industri jasa konstruksi menggunakan House Of Risk. Penelitian terdahulu tentang House Of Risk tidak dijelaskan secara lebih detail pada difficulty, terkait studi kasus pada over budget yang menjadi kendala dalam pembangunan proyeknya, sehingga difficulty dalam House Of Risk dijelaskan secara spesifik dan difokuskan pada waktu, biaya dan resources. Tujuan penelitian ini agar mengetahui risiko yang timbul pada proses project konstruksi perumahan dan rencana mitigasi yang harus dilakukan agar terhindar dari risiko. Selain itu, permasalahan over budget diselesaikan menggunakan parameter Earned Value agar memperhatikan biaya dan sumber daya yang ada, sehingga menghasilkan penyelesaiaan proyek sesuai anggaran dan tepat waktu. Hasil penelitian ini memberikan analisis pengembangan pada difficulty berdasarkan jurnal dan hasil house of risk diperlukan preventive action dengan menyediakan pelatihan tim untuk memahami gambar desain dengan tepat dan mencegah kesalahan interpretasi. Hasil earned value (EV) dilihat dari schedule variance (SV) dan cost variance (CV) yang bernilai negatif sehingga diperlukan contingency planning yaitu penambahan jam kerja lembur atau kerja akhir pekan untuk mengejar keterlambatan, mengurangi pekerjaan yang tidak penting, dan mengoptimalkan anggaran dengan mengganti bahan yang lebih hemat biaya tetapi tetap memenuhi standar kualitas

The construction services industry is an economic sector that includes various activities related to the construction and maintenance of buildings and infrastructure. One of the construction service industries in PT X which is engaged in housing construction is located in Tuban, East Java. The case study on the risk problem in the construction industry is that there is a cost overrun from the original budget during the project implementation stage, which causes the project to exceed the planned budget limit. This is due to the detailed stages of the construction process starting from the planning stage to project closure. Therefore, this study identifies the stages in the construction services industry using the Project Management Life Cycle (PMLC) including initiation, planning, execution, monitoring and closing then identifies risk events and risk agents that exist in the construction services industry using the House Of Risk. Previous research on House Of Risk did not explain in more detail the difficulty, related to case studies on over budget which became an obstacle in the construction of the project, so that the difficulty in the House Of Risk was specifically explained and focused on time, cost and resources. The purpose of this research is to find out the risks that arise in the process of housing construction projects and mitigation plans that must be carried out in order to avoid risks. In addition, the over budget problem is solved using Earned Value parameters in order to pay attention to existing costs and resources, resulting in project completion within budget and on time. The output of this research is to identify various risks that may occur during construction projects, analyze the severity and likelihood of risk occurrence and develop strategies to reduce risks. The results of this study provide an analysis of the development of difficulty based on journals and the results of the house of risk required preventive action by providing team training to understand design drawings properly and prevent interpretation errors.
