Abstract

PT XYZ merupakan perusahaan BUMN terkemuka di bidang konstruksi dan investasi, yang dalam beberapa tahun terakhir semakin banyak mengerjakan proyek-proyek dengan sistem rancang bangun khususnya di Divisi Gedung. Meskipun sistem ini diakui memiliki keunggulan dalam efisiensi waktu dan biaya dibandingkan sistem tradisional, implementasinya pada proyek-proyek PT XYZ tidak sepenuhnya menghasilkan kinerja biaya yang optimal. Berdasarkan data internal perusahaan, dari 21 proyek rancang bangun yang dilaksanakan pada tahun 2015–2023, sebanyak 43% mengalami pembengkakan biaya melebihi rencana awal. Dan trend dalam tiga tahun terakhir mengalami kenaikan jumlah proyek yang mengalami cost overrun.Berdasarkan hasil studi terhadap penelitian-penelitian sebelumnya, telah banyak dilakukan analisis faktor kinerja biaya proyek. Namun penelitian lebih lanjut penting untuk dilakukan analisis faktor kinerja biaya terhadap proyek rancang bangun khususnya dari sudut pandang kontraktor. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi kinerja biaya proyek rancang bangun pada Divisi Gedung PT XYZ dan indikator-indikator pembentuknya. Penelitian dilakukan dengan metode kuantitatif menggunakan pendekatan Structural Equation Modeling Partial Least Squares (SEM-PLS) untuk menguji hubungan antar variabel laten yang ditentukan berdasarkan studi literatur dan hasil wawancara pakar. Data dikumpulkan dari 50 responden yang terdiri dari Project Manager, Site Engineer Manager, Site Commercial Manager, Site Operational Manager dan CARM yang memiliki pengalaman menangani proyek-proyek rancang bangun di PT XYZ.Hasil penelitian menunjukkan bahwa faktor financial dan contractor site management secara signifikan memengaruhi kinerja biaya proyek. Dan faktor contract secara tidak langsung memengaruhi kinerja biaya melalui mediasi faktor financial. Selain itu terdapat 4 indikator dominan dari 35 indikator pembentuk variabel dengan indikator keterlambatan pembuatan dokumen kontrak vendor pada faktor contract, indikator kontrol keuangan proyek yang buruk pada faktor financial, indikator komunikasi antar personil kurang baik pada faktor contractor site management dan indikator keterlambatan pengiriman material dan alat pada faktor resources. Temuan ini memberikan kontribusi penting dalam memahami struktur pengaruh antar faktor yang berperan dalam kinerja biaya proyek rancang bangun.

PT XYZ is a leading state-owned construction and investment company. In recent years, it has increasingly implemented design-build systems, particularly in its Building Division. While this system is recognized for its time and cost efficiency advantages over traditional systems, its implementation on PT XYZ's projects has not fully achieved optimal cost performance. Based on internal company data, of the 21 design-build projects implemented between 2015 and 2023, 43% experienced cost overruns exceeding the initial plan. Furthermore, the trend over the past three years has been an increase in the number of projects experiencing cost overruns. Based on previous studies, numerous analyses of project cost performance factors have been conducted. However, further research is essential for analyzing design-build projects, particularly from the contractor's perspective. This study aims to analyze the factors influencing the cost performance of design-build projects in PT XYZ's Building Division and the indicators that determine these performance. The research was conducted quantitatively using the Structural Equation Modeling Partial Least Squares (SEM-PLS) approach to examine the relationships between latent variables determined based on literature reviews and expert interviews. Data were collected from 50 respondents, consisting of Project Managers, Site Engineer Managers, Site Commercial Managers, Site Operational Managers, and CARMs with experience handling designbuild projects at PT XYZ. The results of the study indicate that financial factors and contractor site management significantly influence project cost performance. And contract factors indirectly influence cost performance through financial factors as mediation. In addition, there are four dominant indicators out of 35 indicators forming the variable with the indicator of delay in making vendor contract documents in the contract factor, the indicator of poor project financial control in the financial factor, the indicator of poor communication between personnel in the contractor site management factor and the indicator of late delivery of materials and equipment in the resources factor. These findings provide an important contribution in understanding the structure of influence between factors that play a role in the cost performance of design and build projects
