Abstract

Proyek Pembangunan Gedung Kampus UIII Tahap III direncanakan selesai dalam waktu 452 hari kalender, dengan nilai kontrak sebesar Rp 173.635.000.000. Besarnya ukuran dan kompleksitas proyek tersebut, menyebabkan perlunya pengontrolan waktu dan biaya untuk mengantisipasi keterlambatan maupun pembengkakan biaya proyek. Selama ini, kurva S sering digunakan untuk menganalisis kinerja waktu dan biaya proyek. Namun, kurva S sesungguhnya memiliki kelemahan, karena biaya konstruksi diasumsikan linier seiring progress fisik proyek. Padahal, faktanya belum tentu kinerja biaya linier dengan kinerja fisik. Earned Value Analysis (EVA) merupakan salah satu metoda yang dapat mengeliminasi kelemahan kurva S, karena EVA bisa mengintegrasikan aspek waktu dan biaya melalui parameter Planned Value (PV), Actual Cost (AC) dan Earned Value/Nilai Hasil (EV). Penelitian ini bertujuan untuk menerapkan Earned Value Analysis (EVA) guna memonitor kinerja waktu dan biaya proyek. Di awal penelitian, data primer dan sekunder didapatkan melalui laporan proyek dan interview kepada praktisi proyek. Parameter EVA, seperti PV, AC dan EV digunakan untuk menghitung Schedule Variance (SV), Cost Variance (CV), Schedule Performance Index (SPI) dan Cost Performance Index (CPI). Pada penelitian ini juga digunakan pendekatan Fuzzy logic dalam proses perhitungan EVA. Di akhir penelitian, akan dibandingkan hasil perhitungan EVA (manual) dengan Fuzzy EVA. Hasil penelitian menunjukkan bahwa, Fuzzy logic bisa diterapkan untuk menganalisis kinerja waktu dan biaya proyek. Hasil perhitungan EVA juga menunjukkan bahwa perhitungan EVA manual dan Fuzzy EVA memberikan hasil yang sama. Selain bisa menjelaskan kinerja waktu dan biaya proyek, Fuzzy EVA juga bisa digunakan sebagai Early Warning System kinerja proyek.

The Phase III UIII Campus Building Construction Project is planned to be completed within 452 calendar days, with a contract value of IDR 173,635,000,000. The large size and complexity of the project causes the need for time and cost control to anticipate project delays and cost overruns. The current situation, the S Curve is often used to analyze project time and cost performance. However, S Curve has a weakness, because construction costs is often assumed linear with the physical progress of the project. On the contrary, is not necessarily linear between cost performance and the physical performance. Earned Value Analysis (EVA) is a method that can eliminate the weakness of the S Curve, because EVA can integrate aspects of time and cost through the parameters of Planned Value (PV), Actual Cost (AC) and Earned Value (EV). This study aims to apply Earned Value Analysis (EVA) to monitor project time and cost performance. At the beginning of the study, primary and secondary data were obtained through project reports and interviews with project practitioners. EVA parameters, such as PV, AC and EV are used to calculate Schedule Variance (SV), Cost Variance (CV), Schedule Performance Index (SPI) and Cost Performance Index (CPI). This study also used a fuzzy logic approach in the EVA calculation process. At the end of the study those methods will be compared, between the results of the calculation of EVA (manual) and the result of the calculation of Fuzzy EVA. The results showed that Fuzzy logic can be applied to analyze the time and cost performance of the project. The results of the EVA calculation also show that manual EVA and Fuzzy EVA calculations give the same results. Besides being able to explain the time and cost performance of a project, Fuzzy EVA can also be used as an Early Warning System for project performance.
