Abstract

Indonesia saat ini menghadapi krisis kebutuhan kepemilikan rumah (backlog) yang mencapai 12,7 juta unit pada tahun 2023. Kenaikan harga lahan perkotaan yang jauh lebih cepat dibandingkan pertumbuhan pendapatan masyarakat telah memperburuk keterjangkauan perumahan, khususnya bagi Masyarakat Berpenghasilan Rendah (MBR). Program perumahan bersubsidi menjadi salah satu respons Pemerintah, namun implementasinya di daerah menghadapi berbagai tantangan, seperti keterbatasan lahan di perkotaan yang berpotensi menimbulkan kesenjangan akses terhadap fasilitas publik dan layanan dasar. Penelitian ini bertujuan untuk menentukan tindakan dalam merespons risiko sosial yang muncul pada proyek perumahan terjangkau. Metode yang digunakan meliputi studi literatur serta analisis data menggunakan Power–Interest Matrix dan Probability–Impact Matrix. Hasil penelitian menunjukkan terjadinya perubahan pemangku kepentingan utama dengan tingkat kekuasaan (power) dan kepentingan (interest) tinggi sesuai tahapan proyek. Pada tahap konstruksi teridentifikasi empat risiko sosial, sedangkan pada tahap pengelolaan properti atau operasional ditemukan enam risiko sosial yang menjadi prioritas utama. Risiko sosial yang tinggi muncul sebagai akibat yang dapat diprediksi dari distribusi kekuasaan dan kepentingan pemangku kepentingan yang tidak seimbang, sehingga dalam menurunkan risiko sosial perlu melibatkan semua pihak melalui serangkaian tindakan dengan mempertimbangkan keterlibatan yang tepat untuk masing-masing pihak dan sebagian besar mengambil langkah reduce atau mitigasi untuk mengurangi dampak dan kemungkinan terjadinya risiko baik dalam tahap konstruksi maupun pengelolaan properti.

Indonesia is currently facing a housing ownership crisis, with a backlog reaching 12.7 million units in 2023. The rapid increase in urban land prices, far outpacing income growth, has exacerbated housing affordability, particularly for low-income households. Subsidized housing programs have become one of the government’s responses; however, their implementation at the local level faces various challenges, such as limited urban land availability that may create disparities in access to public facilities and basic services. This study aims to identify and determine appropriate actions to address social risks arising in affordable housing projects. The research employs a literature review and data analysis using the Power–Interest Matrix and Probability–Impact Matrix. The findings reveal a shift in key stakeholders with high power and high interest across different project stages. Four social risks were identified during the construction phase, while six social risks emerged as top priorities during the property management or operational phase. High social risks were found to be a predictable consequence of an unbalanced distribution of stakeholder power and interest. Therefore, the response of social risks requires the involvement of all relevant parties through a series of actions while considering appropriate levels of engagement for each stakeholder group. These actions predominantly adopt risk reduction or mitigation strategies aimed at lowering the impact and likelihood of risk occurrence during both the construction phase and the property management phase.
