Abstract
Dalam beberapa dekade terakhir, isu keberlanjutan menjadi fokus utama dunia usaha global. Konsep Environmental, Social, and Governance (ESG) hadir sebagai kerangka penilaian kinerja perusahaan yang menilai tanggung jawab terhadap lingkungan, sosial, dan tata kelola. Di sektor konstruksi, penerapan ESG menjadi semakin penting karena besarnya kontribusi sektor ini terhadap emisi karbon dan dampak lingkungan. Di Indonesia, meskipun penerapan ESG mulai berkembang, implementasinya masih menghadapi berbagai tantangan dan hambatan, baik dari aspek struktural, regulatif, maupun kultural. Penelitian ini bertujuan mengidentifikasi dan menganalisis faktor utama yang menghambat penerapan ESG pada perusahaan konstruksi di Indonesia. Data diperoleh melalui wawancara dan kuesioner semi-terstruktur menggunakan skala likert, dan hasilnya dianalisa melalui metode RII. Metode Fuzzy DEMATEL digunakan untuk menilai hubungan sebab-akibat antar faktor berdasarkan persepsi pakar dengan mempertimbangkan unsur ketidakpastian. Tantangan utama dalam penerapan ESG di sektor konstruksi meliputi kurangnya sosialisasi dan edukasi ESG (ST4), orientasi perusahaan pada keuntungan jangka pendek (GT1), serta rendahnya tekanan dan keterlibatan pemangku kepentingan (GT2). Sementara itu, hambatan utamanya mencakup keterbatasan regulasi dan standar pemerintah (GH7) dan minimnya dukungan dan insentif pemerintah (GH3), Faktor-faktor ini saling berkaitan dan memperlambat transisi menuju konstruksi berkelanjutan di Indonesia. Strategi mitigasi difokuskan pada penguatan regulasi dan pelaporan ESG nasional, peningkatan literasi dan kapasitas ESG, perubahan paradigma bisnis menuju keberlanjutan jangka panjang, serta kolaborasi lintas sektor.

In recent decades, sustainability issues have become a major focus of the global business landscape. The Environmental, Social, and Governance (ESG) concept has emerged as a framework for evaluating corporate performance in terms of environmental responsibility, social impact, and governance practices. In the construction sector, the implementation of ESG is increasingly important due to the industry’s significant contribution to carbon emissions and environmental impacts. In Indonesia, although ESG adoption is growing, its implementation still faces various structural, regulatory, and cultural challenges. This study aims to identify and analyze the key factors hindering ESG implementation in Indonesian construction companies. Data were collected through semi-structured interviews and questionnaires using a Likert scale, and the results were analyzed using the Relative Importance Index (RII) method. The Fuzzy DEMATEL method was applied to evaluate cause effect relationships among factors based on expert perceptions while accounting for uncertainty. The main challenges in implementing ESG in the construction sector include a lack of ESG socialization and education (ST4), a short-term profit oriented corporate mindset (GT1), and low stakeholder pressure and engagement (GT2). Meanwhile, the key barriers consist of limited government regulations and standards (GH7) and insufficient government support and incentives (GH3). These interrelated factors collectively slow down the transition toward sustainable construction in Indonesia. Mitigation strategies are focused on strengthening national ESG regulations and reporting systems, enhancing ESG literacy and capacity, promoting a shift toward long-term sustainability-oriented business paradigms, and fostering cross sector collaboration.
