Abstract
Pembangunan prasarana pendidikan sering menghadapi permasalahan keterlambatan penyelesaian yang berdampak pada efektivitas pemanfaatan anggaran dan kualitas hasil pembangunan, sehingga diperlukan pengendalian waktu proyek yang terfokus pada aktivitas lintasan kritis. Penelitian ini bertujuan untuk mengidentifikasi lintasan kritis serta mengevaluasi kapabilitas waktu penyelesaian aktivitas kritis pada sepuluh proyek pembangunan Sekolah Dasar Negeri di Kabupaten Gresik yang dilaksanakan pada periode yang sama dan memiliki jenis serta urutan aktivitas yang sama juga. Metode penelitian yang digunakan adalah manajemen proyek, analisis kapabilitas proses multivariat, dan diagram Ishikawa. Hasil manajemen proyek dengan analisis jaringan kerja menunjukkan bahwa lintasan kritis terdiri atas delapan aktivitas, yaitu pekerjaan persiapan, struktur utama, pasangan dan plesteran, struktur rangka atap, plafon, pengecatan, pekerjaan elektrikal dan mekanikal, serta pekerjaan pembersihan, dengan durasi penyelesaian proyek selama 40 minggu. Hasil analisis kapabilitas proses multivariat menunjukkan bahwa waktu penyelesaian proyek tidak kapabel dengan nilai MCpk sebesar 0,125, yang mengindikasikan ketidakmampuan proses dalam memenuhi target perencanaan waktu meskipun berada dalam kondisi terkendali secara statistik. Ketidaksesuaian tersebut dipengaruhi oleh faktor manusia, mesin, metode, material, dan lingkungan yang saling berkaitan, sehingga menyebabkan variasi waktu penyelesaian aktivitas kritis dan keterlambatan proyek.

Educational infrastructure development frequently encounters project completion delays that adversely affect budget efficiency and construction quality, thereby necessitating project time control that is focused on critical path activities. This study aims to identify the critical path and evaluate the capability of critical activity completion times in ten public elementary school construction projects in Gresik Regency, which were implemented within the same period and share identical activity types and sequences. The research methodology includes network analysis, multivariate process capability analysis, and Ishikawa diagram analysis. The results of the network analysis indicate that the critical path consists of eight main activities, namely preparatory work, main structural work, masonry and plastering work, roof frame structural work, ceiling work, painting work, electrical and mechanical installations, and cleaning work, with a total project duration of 40 weeks. The multivariate process capability analysis reveals that the project completion time is not capable, as indicated by an MCpk value of 0.125, demonstrating the inability of the process to meet planned schedule targets despite being statistically controlled. The observed nonconformance is influenced by interrelated human, machinery, method, material, and environmental factors, which contribute to variability in critical activity completion times and project delays.
