Abstract

Transformasi transportasi rendah emisi merupakan salah satu strategi penting dalam mendukung transisi energi dan pembangunan berkelanjutan di Indonesia. Meskipun pemerintah telah menerapkan berbagai kebijakan untuk mempercepat adopsi kendaraan listrik, tingkat penggunaannya masih relatif rendah dan belum sejalan dengan target nasional. Kondisi ini menunjukkan bahwa keberhasilan transisi transportasi tidak hanya ditentukan oleh kebijakan, tetapi juga oleh kesiapan perilaku masyarakat, khususnya Generasi Y dan Z sebagai kelompok usia produktif yang berpotensi menjadi penggerak utama adopsi teknologi. Penelitian ini bertujuan untuk menganalisis pengaruh faktor-faktor Theory of Planned Behavior (TPB), Technology Acceptance Model (TAM), dan faktor eksternal terhadap switching intention Generasi Y dan Z menuju kendaraan listrik pada transformasi transportasi rendah emisi di Indonesia. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis penelitian eksplanatori dan metode Partial Least Squares Structural Equation Modeling (PLS-SEM). Data primer diperoleh melalui penyebaran kuesioner kepada 131 responden Generasi Y dan Z berusia 23–44 tahun yang berdomisili di Indonesia menggunakan teknik purposive sampling. Hasil penelitian menunjukkan bahwa attitude dan perceived behavioral control berpengaruh positif signifikan terhadap switching intention, sedangkan subjective norm, environmental concern, kebijakan insentif, dan perceived risk tidak berpengaruh signifikan. Selain itu, perceived usefulness berpengaruh signifikan terhadap switching intention melalui mediasi attitude, sedangkan perceived ease of use tidak menunjukkan pengaruh mediasi yang signifikan. Hasil penelitian menunjukkan bahwa niat beralih Generasi Y dan Z lebih dipengaruhi oleh faktor internal dibandingkan faktor eksternal. Oleh karena itu, percepatan transformasi transportasi rendah emisi di Indonesia perlu didukung melalui penguatan perubahan perilaku masyarakat serta pengembangan ekosistem kendaraan listrik yang rendah emisi.

The transition toward low-emission transportation has become one of Indonesia's key strategies for supporting the energy transition and achieving sustainable development. Although the government has introduced various policies to accelerate electric vehicle (EV) adoption, its adoption rate remains relatively low and has yet to meet national targets. This condition indicates that the success of transportation transition depends not only on policy interventions but also on public behavioral readiness, particularly among Generation Y and Generation Z, who represent the most productive age groups and have strong potential to drive the adoption of new technologies. This study aims to analyze the influence of the Theory of Planned Behavior (TPB), the Technology Acceptance Model (TAM), and external factors on the switching intention of Generation Y and Generation Z toward electric vehicles in supporting Indonesia's low-emission transportation transition. This study employed a quantitative explanatory approach using Partial Least Squares Structural Equation Modeling (PLS-SEM). Primary data were collected through a questionnaire survey involving 131 respondents aged 23–44 years across Indonesia using a purposive sampling technique. The findings reveal that attitude and perceived behavioral control have a positive and significant effect on switching intention, whereas subjective norm, environmental concern, government incentive policy, and perceived risk have no significant effect. Furthermore, perceived usefulness significantly influences switching intention through the mediating role of attitude, while the indirect effect of perceived ease of use through attitude is not significant. These findings indicate that the switching intention of Generation Y and Generation Z is driven primarily by internal factors rather than external factors. Therefore, accelerating Indonesia's low-emission transportation transition requires strengthening behavioral change alongside the development of a more inclusive and sustainable electric vehicle ecosystem.
