Abstract
Kegagalan mutu pada proyek konstruksi meningkatkan biaya proyek melalui biaya kegagalan (failure cost), sedangkan berbagai risiko pelaksanaan menjadi pemicu utama munculnya biaya tersebut. Dalam praktiknya, pengelolaan biaya kualitas dan manajemen risiko masih sering dilakukan secara terpisah sehingga keterkaitan keduanya belum dimanfaatkan secara optimal dalam pengambilan keputusan. Penelitian ini bertujuan mengidentifikasi risiko yang berkontribusi terhadap pembentukan failure cost, menentukan risiko prioritas berdasarkan Risk Exposure (RE) dan Expected Monetary Value (EMV), menetapkan alternatif risk response, serta mengevaluasi pengaruh integrasi mitigasi risiko ke dalam Cost of Quality (CoQ) terhadap penurunan potensi failure cost. Penelitian menggunakan pendekatan studi kasus pada Proyek Sipil Gardu Induk 150 kV KIIC Margakarya. Data diperoleh dari dokumen proyek, laporan mutu, data biaya kualitas, dan expert judgment delapan ahli. Analisis meliputi klasifikasi CoQ menggunakan model prevention-appraisal-failure, identifikasi risk event berbasis Risk Breakdown Structure, penilaian RE, perhitungan EMV, evaluasi efektivitas dan biaya alternatif mitigasi, serta perhitungan residual EMV dan proyeksi CoQ setelah mitigasi. Hasil penelitian menunjukkan total CoQ aktual sebesar Rp259.861.400. Teridentifikasi 13 risk event, dengan lima risiko prioritas berkategori tinggi dan sangat tinggi. Total EMV risiko prioritas sebesar Rp342.500.000. Mitigasi terpilih menurunkan residual EMV menjadi Rp117.910.000, atau turun 65,57%. Integrasi biaya mitigasi sebesar Rp72.000.000 menurunkan proyeksi CoQ dari Rp602.361.400 menjadi Rp449.771.400, sehingga menghasilkan potensi penghematan Rp152.590.000 atau 25,33%. Pendekatan ini memberikan dasar evaluasi manfaat ekonomi mitigasi dengan membandingkan biaya pengendalian terhadap penurunan ekspektasi kerugian secara transparan. Temuan ini menunjukkan bahwa integrasi CoQ dan manajemen risiko dapat mengarahkan alokasi biaya pengendalian secara lebih terukur serta efektif menurunkan potensi biaya kegagalan proyek.

Quality failures in construction projects increase project costs through failure costs, while implementation risks are major triggers of these costs. In practice, quality cost management and risk management are often conducted separately; consequently, their relationship has not been optimally utilized in decision-making. This study aims to identify risks contributing to failure costs, determine priority risks using Risk Exposure (RE) and Expected Monetary Value (EMV), select appropriate risk responses, and evaluate the effect of integrating risk mitigation into Cost of Quality (CoQ) on reducing potential failure costs. A case study approach was applied to the Civil Works Project of the KIIC Margakarya 150 kV Substation. Data were obtained from project documents, quality reports, quality cost records, and expert judgments involving eight experts. The analysis included CoQ classification using the prevention–appraisal–failure model, identification of risk events based on the Risk Breakdown Structure, RE assessment, EMV calculation, evaluation of mitigation effectiveness and costs, and estimation of residual EMV and projected CoQ after mitigation. The results indicate an actual CoQ of IDR259,861,400. Thirteen risk events were identified, including five priority risks categorized as High and Very High. The total EMV of the priority risks was IDR342,500,000. The selected mitigation measures reduced residual EMV to IDR117,910,000, representing a 65.57% reduction. Integrating mitigation costs of IDR72,000,000 reduced projected CoQ from IDR602,361,400 to IDR449,771,400, generating potential savings of IDR152,590,000 or 25.33%. This approach provides a transparent basis for evaluating the economic benefits of mitigation by comparing control costs with reductions in expected losses and supports more measurable allocation of quality control costs in construction projects.
