Abstract
Proyek pembangunan infrastruktur berskala besar, seperti Bendungan Cabean, sering kali dihadapkan pada risiko keterlambatan jadwal (delay) dan pembengkakan biaya (cost overrun). Penelitian ini bertujuan untuk (1) menganalisis implementasi Critical Chain Project Management (CCPM) dan Lean Construction dalam perencanaan dan pengendalian proyek, serta (2) menganalisis dampaknya terhadap waste, waktu, biaya, dan tantangan implementasinya. Metode penelitian dilakukan dengan mengintegrasikan pendekatan CCPM untuk pengelolaan ketidakpastian jadwal melalui buffer management dan pengendalian resource constraint, serta pendekatan Lean Construction untuk mengeliminasi pemborosan (waste) melalui Last Planner System dan perbaikan tata letak lapangan. Evaluasi kinerja waktu dan biaya dianalisis menggunakan metode Earned Value Management (EVM). Hasil penelitian menunjukkan bahwa pada kondisi eksisting, proyek mengalami kendala keterlambatan yang ditunjukkan oleh nilai Schedule Performance Index (SPI) sebesar 0,419 untuk proyek secara keseluruhan, dengan deviasi progres fisik sebesar -50,43 poin persentase terhadap rencana. Pada paket pembetonan spillway yang menjadi fokus intervensi, SPI tercatat 1,003 (mendekati jadwal rencana). Integrasi CCPM dan Lean Construction menunjukkan indikasi efektif bertindak sebagai sistem peringatan dini pada paket pekerjaan yang menerapkannya (early warning system) yang fluktuatif dalam menjaga batas kendali jadwal. Dari aspek biaya, implementasi ini menunjukkan efisiensi anggaran, dengan nilai Cost Performance Index (CPI) sebesar 1,406 untuk proyek keseluruhan (under budget). Ukuran keberhasilan meminimalkan waste ditunjukkan secara nyata melalui eliminasi waktu menganggur (idle time) akibat waiting pada distribusi besi, penghapusan biaya pengerjaan ulang (rework cost) melalui kontrol kualitas dini bekisting, serta pemotongan waktu dan biaya transportasi (transport cost) melalui penataan ulang layout gudang material konstruksi. Kesimpulan penelitian ini menunjukkan bahwa integrasi CCPM dan Lean Construction mampu meningkatkan visibilitas kontrol proyek. Meskipun belum sepenuhnya mengeliminasi keterlambatan terhadap rencana awal, metode ini terbukti ilmiah dalam menekan pemborosan biaya di lapangan dan memastikan penggunaan anggaran proyek tetap efisien.

Large-scale infrastructure development projects, such as the Cabean Dam, are frequently faced with the risks of schedule delays and cost overruns. This study aims to (1) analyze the implementation of Critical Chain Project Management (CCPM) and Lean Construction in project planning and control, and (2) analyze their impacts on waste, time, cost, and implementation challenges. The research method was conducted by integrating the CCPM approach for managing schedule uncertainty through buffer management and resource constraint control, alongside the Lean Construction approach to eliminate waste through the Last Planner System and site layout improvements. The evaluation of time and cost performance was analyzed using the Earned Value Management (EVM) method. The results showed that under existing conditions, the project experienced delay constraints indicated by a Schedule Performance Index (SPI) of 0.419 for the project as a whole, with a physical progress deviation of -50.43 percentage points against the plan. For the spillway concreting package, the specific focus of the intervention, SPI was recorded at 1.003 (close to plan). The integration of CCPM and Lean Construction showed indications of effectiveness as an early warning system on the package where it was applied. From the cost aspect, this implementation successfully maintained budget efficiency, as demonstrated by a Cost Performance Index (CPI) of 1.406 for the project as a whole (under budget). The measure of success in minimizing waste was clearly demonstrated through the elimination of idle time caused by waiting in reinforcement bars distribution, the eradication of rework costs through early quality control of formwork, and the reduction of transportation time and costs through the re-layout of the construction material warehouse. The conclusion of this study indicates that the integration of CCPM and Lean Construction appears to improve project control visibility. Although it has not fully eliminated delays relative to the baseline plan, this method may help to suppress cost waste on-site and ensure that the project budget utilization remains efficient.
