Abstract

Peningkatan anggaran pendidikan sebesar 20% dari APBD dan APBN 2009 berpengaruh pula pada peningkatan proyek pembangunan dan revitalisasi gedung sekolah sehingga proyek-proyek tersebut perlu diukur kinerjanya. Sebagai pendukung evaluasi dari kinerja proyek-proyek tersebut diperlukan sebuah sistem pengukuran kinerja yang memiliki indikator-indikator yang lebih baik, terintegrasi, dan mengakomodir kepuasan serta kontribusi semua pihak yang terlibat di dalamnya. Penelitian ini bertujuan untuk merancang sistem pengukuran kinerja proyek pembangunan dan rehabilitasi gedung sekolah. Metode yang digunakan adalah metode Performance Prism (prisma kinerja), yaitu suatu metode yang mengakomodasi keinginan dan kontribusi pihak-pihak inti proyek. Dalam penelitian ini, pihak-pihak tersebut adalah pihak yang terlibat pada pembangunan dan rehabilitasi gedung sekolah yaitu Dinas Tata Kota dan Permukiman, Dinas Pendidikan, Sekolah, Kontraktor, Konsultan Perencana, dan Konsultan Pengawas. Keinginan dan kontribusi tersebut diterjemahkan dalam bentuk strategi, proses, dan kapabilitas dari Dinas Tata Kota dan Permukiman sebagai pelaksana teknis dan pelaksana anggaran proyek-proyek tersebut. Hasilnya adalah indikator-indikator kinerja yang terintegrasi berbasis stakeholder dan aktivitas proyek. Dari penelitian ini dihasilkan 10 objective dengan 44 indikator kinerja proyek yang dibobotkan. Uji coba implementasi sistem pengukuran kinerja proyek dilakukan pada proyek pembangunan dan rehabilitasi gedung sekolah SMP Negeri 19 Surabaya. Dari hasil uji coba sistem didapatkan kinerja proyek rehabilitasi gedung sekolah SMP Negeri 19 Surabaya adalah 2,441 atau pada skala baik.

Government education budget rising of 20% of APBD and APBN has an effect to raising school building and rehabilitation projects, so they need to be measured for their performance. To support the evaluation of project performance, a performance measurement system is required that includes better indicators, is integrated, and accommodates stakeholder satisfaction and contribution. The purpose of this research is designing a project performance measurement system for school building and rehabilitation projects. The method used in this case is the Performance Prism method, which accommodates the satisfactions and contributions of all project parties. In this case, they are Dinas Tata Kota dan Permukiman, Dinas Pendidikan, school board, contractor, designer consultant, and supervisor consultant as the parties with direct concern to the school building and rehabilitation project. Their satisfaction and contribution are implemented into the strategy, process, and capability of Dinas Tata Kota dan Permukiman, which is responsible for the project's technical execution and budget. The result is integrated performance indicators based on stakeholders and project activities. The outcome of this research is 10 objectives with 44 weighted project performance indicators. The project performance measurement system has been implemented on the school building and rehabilitation project of SMP Negeri 19 Surabaya. This system concludes that the project performance score of SMP Negeri 19 Surabaya is 2.441, or on a good scale.
