Abstract
Institut Teknologi Sepuluh Nopember (ITS) merupakan perguruan tinggi negeri dengan nilai aset besar. Berdasarkan data historis, terjadi beberapa kali gangguan terhadap aset ITS seperti pencurian sepeda motor, pencurian sepeda angin, dan pembobolan ruangan di ITS. Sistem pengamanan diperlukan untuk menjaga keamanan di suatu instansi Sistem pengamanan lingkungan di ITS dikelola oleh UPT-KK dan dijalankan langsung oleh SKK ITS. Petugas SKK mengeluhkan beban kerja yang berat. Di sisi lain, berdasarkan hasil kuesioner kepuasan layanan SKK, mahasiswa, dosen, dan tenaga kependidikan berpendapat terdapat ketidaksesuaian pada beberapa aspek kinerja petugas SKK.
Work sampling dilakukan pada petugas SKK untuk mengetahui kondisi kerja SKK saat ini. Studi beban kerja dilakukan untuk optimalisasi beban kerja petugas SKK menggunakan metode simulasi ARENA dan pendekatan Vehicle Routing Problem (VRP). Simulasi dilakukan pada sistem pengecekan STNK di posko jalur keluar ITS untuk mendapatkan rekomendasi alokasi jumlah petugas sesuai dengan beban kerja optimal, level antrian kendaraan yang sesuai dengan kenyamanan pengguna jalan, dan tingkat pengamanan ideal. VRP digunakan sebagai pendekatan untuk menentukan rute dengan jarak tempuh minimum sesuai dengan batasan waktu tempuh yang dapat mencakup 53 titik pengawasan sehingga dapat digunakan sebagai acuan penetuan beban kerja minimum dari masing-masing rute patroli.
Hasil akhir penelitian adalah pengalokasian 11 petugas shift 1 untuk lima posko pengamanan dengan beban kerja pengecekan STNK sebesar 25,60% hingga 60,97% dan beban kerja patroli sebesar 1,20% hingga 34,26% serta pengalokasian 12 petugas shift 2 untuk lima posko pengamanan dengan beban kerja pengecekan STNK sebesar 33,05% hingga 70,26% dan beban kerja patroli sebesar 1,20% hingga 34,26%. Usulan tambahan kerja patroli pengawasan pengguna jalan diberikan untuk mengoptimalkan total beban kerja petugas, sehingga hasil akumulasi beban kerja pengecekan STNK, patroli gedung, patroli pengawasan pengguna jalan dan beban kerja lain petugas shift 1 dan shift 2 adalah sebesar 44,26% hingga 86,04%.

Institut Teknologi Sepuluh Nopember (ITS) is a college which have big
asset value. Based on historical data, ITS got some security disturbance such as
motorcycle theft, bicycle theft and burglary. Security system is needed for
institution security mantaining. ITS security system is managed by UPT-KK and
executed by SKK ITS. SKK complained of their high workload. Besides, based on
service satisfaction questionnaire, students, lecturers and ITS employee opined
some discrepancy of SKK performance aspect.
Work sampling is done to SKK for observing workforces working
condition. Workload study is done for optimizing ITS security level and SKK
workload using ARENA simulation method and vehicle routing problem (VRP)
approach. Simulation of vehicle licensee checking system is done for getting
recomendations of workforce allocation based on their optimal workload,
determined motorcycle queue level which fit to user comfortability, and ideal
security level. VRP approach is used for designing minimum distance traveled on
a patrol route in a determined limitation time which covering 53 control points. The
result of route scheduling are some minumum distance routes for minimum
workload of a route calculation.
The result of this research are recommendations for allocating 11
workforces at 5 security gate with 25.60% until 60.97% vehicle licensee checking
workload and 1.20% until 34.26% patrol workload, and allocating 11 workforces
at 5 security gate with 33.05% until 70.26% vehicle licensee checking workload
and 1.20% until 34.26% patrol workload. Additional recommendation is traffic
patrol task for optimizing total workload so the vehicle licensee checking workload,
building patrol workload, traffic patrol workload and another task workload
accumulation of first shift and second shift’s workforce is between 44.26% and 86.04%
