Abstract

Jumlah penerbangan yang padat di Terminal 2 Bandar Udara Internasional Juanda Surabaya menuntut jumlah pekerja ground handling yang memadai yang dapat mencakup seluruh penerbangan yang ada. Kondisi pada operation ground handling Gapura Angkasa menerapkan pola kerja shift dengan jumlah pekerja yang sebanding antara shift pagi dan siang. Jadwal penerbangan yang berbeda membuat jumlah kebutuhan pekerja tidak seimbang. Oleh karena itu, diperlukan perhitungan jumlah kebutuhan dan penjadwalan pekerja operation ground handling Gapura Angkasa yang sesuai dengan kondisi jadwal penerbangan. Pengukuran beban kerja menjadi salah pertimbangan dalam menentukan penjadwalan pekerja.
Perhitungan beban kerja berupa beban kerja mental menggunakan metode NASA-TLX. Perhitungan berdasarkan pengumpulan kuesioner yang diberikan kepada pekerja operation ground handling. Penjadwalan dilakukan dengan menggunakan Integer Linear Programming dengan membangun model matematis. Model yang dibangun untuk memenuhi jumlah kebutuhan pekerja sesuai dengan periode waktu yang berdasarkan waktu proses dari pekerjaan yang dilakukan oleh masing-masing jabatan pada operation ground handling. Selain itu, jumlah penerbangan per periode waktu menentukan jumlah kebutuhan pekerja. Hasil dari perhitungan beban kerja menunjukkan nilai dengan kategori beban kerja sangat tinggi. Jumlah kebutuhan pekerja menghasilkan jumlah 52 pekerja untuk kondisi jadwal penerbangan normal dan 56 pekerja untuk kondisi mengantisipasi terdapatnya jadwal penerbangan yang delay.

The density of flights at Juanda International Airport Surabaya Terminal 2 demanded sufficient amount of ground handling workers to cover all the flights handling. Conditions at the ground handling operation of Gapura Angkasa applies the pattern of work shift with a comparable number of workers between morning and afternoon shifts. Different flight schedules between morning and afternoon makes the number of workers needed unbalanced. Therefore, this required calculations and scheduling needs of ground handling operation workers of Gapura Angkasa in accordance with the condition of the flight schedule. Measurement of the workload is also one of the consideration in determining the scheduling of workers.
The calculation of the workload is in the form of mental workload using the NASA-TLX method. Calculations based on the collection of questionnaires given to workers of ground handling operation. Scheduling is done using Integer Linear Programming to build a mathematical model. Models are built to meet the needs of workers in accordance with the number of time periods based on the time the process of the work done by each position in the ground handling operation. In addition, the number of flights per period of time determine the number of workers' needs. The results of the calculation of the workload indicates the value to the category of very high workload. Results shows the number of workers needed is 52 workers with the conditions of normal flight schedule and 56 workers with the conditions within anticipation of delayed flight schedule.
