Abstract
Layanan Teknologi Informasi saat ini menjadi suatu hal yang sangat dibutuhkan oleh suatu organisasi, pemerintahan atau perusahaan. Dalam pemerintahan, Teknologi Informasi memiliki peranan yang tidak kalah penting untuk menunjang proses yang ada didalam pemerintahan tersebut. Salah satunya dalam digitalisasi sektor pemerintahan yang lebih dikenal dengan Electronic Government (e-Government). Pengembangan e-Governmnet oleh suatu institusi pemerintahan bertujuan untuk meningkatkan konektivitas informasi dan layanan secara cepat dan efisien, tidak hanya antar institusi namun juga tak kalah penting dengan masyarakat sebagai pengguna layanan publik.
Kota Surabaya merupakan salah satu kota di Indonesia yang telah menerapkan e-Government di dalam menjalankan urusan pemerintahannya. Untuk lebih meningkatkan layanan publik dan mengoptimalkan kerjasama antara masyarakat dan pemerintah kota Surabaya dalam menyampaikan dan menanggapi laporan yang ada di kota Surabaya ini khususnya wilayah Surabaya Timur yang menjadi studi kasus dalam penelitian ini. Beberapa mahasiswa Jurusan Sistem Infromasi-ITS berinisiatif untuk mengembangkan suatu aplikasi bernama City113 yang dapat menjembatani masyarakat dengan pemerintah sehingga dapat saling menyampaikan laporan dengan menerapkan konsep crowdsourcing dan gamifikasi didalamnya. Aplikasi City113 ini berbasis Android yang digunakan sebagai antar muka pengguna dalam menyampiakan laporan. Aplikasi City113 saat ini akan terus dikembangkan sesuai dengan kebutuhan masyarakat, sehingga perlunya dilakukan penelitian mengenai tingkat penerimaan pengguna terhadap aplikasi tersebut dan faktor-faktor apa saja yang mempengaruhi niat masyarakat agar mau mempelajari, meneirma dan menerapkan aplikasi ini. Analisa tingkat niat pengguna terhadap penggunaan aplikasi City113 menggunakan model Decomposed Theory of Planned Behavior dan melakukan analisis menggunakan SmartPLS.
Hasil dari penelitian ini yakni bahwa faktor yang mempengaruhi tingkat niat pengguna terhadap penggunaan aplikasi city113 adalah perasaan positif atau negatif pengguna terhadap suatu teknologi informasi (apakah pengguna menerima atau menolak aplikasi tersebut). Dan faktor yang mempengaruhi atau mendukung terbentuknya perasaan positif atau negatif pengguna tersebut adalah kemudahan dan kebermanfaatn yang dirasakan oleh pengguna dalam penggunaan aplikasi city113.

Information Technology Services is now a matter that is needed by an organization, government or company. In government, Information Technology has a role that is not less important to support the existing processes within the government. One of them in the digitalization of the government sector is better known as Electronic Government (e-Government). The development of e-Governmnet by a government institution aims to improve the connectivity of information and services quickly and efficiently, not only between institutions but also equally important to society as a public service user.
Surabaya is one of the cities in Indonesia that has implemented e-Government in running its government affairs. To further improve public services and optimize cooperation between the community and the city government of Surabaya in conveying and responding to reports in Surabaya city, especially in East Surabaya which became the case study in this study. Several students of ITS-Infromasi System took the initiative to develop an application called City113 that can bridge the community with the government so that they can report to each other by applying the concept of crowdsourcing and gamifikasi therein. This City113 application is based on Android which is used as user interface in preparing report. The current City113 application will continue to be developed in accordance with the needs of the community, so the need for research on the level of user acceptance of the application and what factors affect the public's intention to want to learn, meneirma and apply this application. Analyze the level of user intent on using the City113 app using the Decomposed Theory of Planned Behavior model and perform the analysis using SmartPLS.
The result of this research is that the factors influencing the interest of the user towards the application of city113 are the positive or negative feeling of the user towards an information technology (whether the user accept or reject the application). And the factors that influence or support the formation of positive or negative feelings of users is the ease and usefulness felt by users in the use of city113 applications.
