Abstract

Pelabuhan menjadi sarana penting untuk kegiatan ekspor atau impor, proses bongkar muat di pelabuhan saat ini masih terhitung lama, oleh karena itu peneliti melakukan analisa terhadap fasilitas dan sarana bongkar muat khususnya di Terminal Peti Kemas Semarang (TPKS). Kinerja operasional merupakan hasil terukur yang dicapai pelabuhan dalam melaksanakan pelayanan baik kapal, barang dan utilitas fasilitas dan alat, dalam periode waktu dan satuan tertentu. Dalam tugas akhir ini topik pembahasannya adalah analisa kinerja dermaga, kinerja container crane (CC), kinerja Rubber Tyred Gantry (RTG) dan waktu tunggu saat proses pelayanan bongkar muat (waiting time) analisa dilakukan menggunakan model simulasi dengan metode antrian multichanel – multiphase dan disiplin antrian first come, first serve. Dari hasil analisa diketahui bahwa Kinerja di TPKS kondisi eksisting adalah BOR 57%, rata-rata utilitas CC 66%, rata-rata utilitas RTG 20% dan rata-rata waiting time 2,69 menit, pencapaian BOR masih di atas batas BOR yang disarankan UNCTAD untuk 3 tambatan. Penerapan skenario memberikan perubahan kinerja, antara lain skenario 1: BOR 53%, rata-rata utilitas CC 49%, rata-rata utilitas RTG 22% dan rata-rata waiting time 1,84 menit; skenario 2 : BOR 55%, rata-rata utilitas CC 55%, rata-rata utilitas RTG 20% dan rata-rata idle time 1,49 menit; skenario 3 : BOR 51%, rata-rata utilitas CC 39%, rata-rata utilitas RTG 21% dan rata-rata waiting time 0,86 menit, untuk memberikan pelayanan yang baik maka akan dipilih dari waiting time yang paling kecil maka skenario ketiga memberikan pilihan terbaik untuk melayanani bongkar muat di TPKS. Hasil prediksi arus kedatangan kapal dan peti kemas di TPKS 10 tahun yang akan datang (tahun 2026) dianalisa menggunakan metode regresi linear didapatkan jumlah kedatangan kapal adalah 88 kapal/bulan dan jumlah kedatangan peti kemas mencapai 83.000 TEUS/bulan. Untuk mempertahankan kinerja tahun 2026 perlu dilakukan penambahan 2 tambatan dan 4 CC, sehingga didapatkan pencapaian kinerja BOR 50%, rata-rata utilitas CC 64%, rata-RTG adalah 39% dan rata-rata idle time adalah 0,84 menit.

The port becomes an important means for export or import activities, the loading and unloading process at the port is still long, therefore the researcher analyzes the facilities and equipment of loading and unloading, especially in Semarang Container Terminal (TPKS). Operational performance is the measurable result achieved by the port in carrying out the services of both ships, goods and utilities facilities and equipment, within certain time period and unit. In this final project the topics of discussion are performance dock analysis, container crane performance (CC), performance of Rubber Tyred Gantry (RTG) and waiting time during idle loading process. Analysis using simulation with multichanel - multiphase queuing method and queue discipline first come, first serve. From the analysis, it is known that the performance of TPKS in the existing condition is BOR 57%, average utility CC 66%, average of utility RTG 20% and idle time 2,69 minutes is good enough, but the achievement of BOR is still above the UNCTAD recommended BOR limit for 3 moorings. Scenario implementation provides performance change, among others scenario 1: BOR 53%, average utility CC 49%, averageutility RTG22% and idle time average 1.84 minutes; scenario 2: BOR 55%, average utility CC 55%, averageutility RTG20% and idle time average 1.49 minutes; Scenario 3: BOR 51%, average utility CC 39%, averageutility RTG21% and idle time average 0.86 minutes, to provide good service it will be selected from idle time the smallest third scenario provides the best option for loading and unloading on the TPKS. The predicted results of ship arrivals and container arrivals in the next 10 years of TPKS (2026) were analyzed using linear regression method. The number of ship arrivals was 88 vessels/month and the number of container arrivals reached 83.000 TEUs/month. In order to maintain the performance in 2026, it is necessary to add two moorings and 4 CC to achieve performance BOR 50% , average utility of CC 64%, average utility of RTG 39% and idle time is 0,84 minutes.
