Abstract
Pada 21 Agustus 2009, sumur minyak The Montara Wellhead Platform meledak. Platform ini terletak di Blok West Atlas Laut Timor Perairan Australia yang dioperasikan oleh The Petroleum Authority of Thailand Exploration and Production Australasia (PTT EPAA). Ledakan sumur ini menyebabkan kebocoran minyak mentah ringan dan gas hidrokarbon ke atmosfer. Bahkan tumpahan minyak tersebut telah masuk ke wilayah Indonesia dan mencemari beberapa kabupaten di Nusa Tenggara Timur. Setelah hampir 9 tahun berlalu, kasus tumpahan minyak Montara ini tak kunjung selesai walaupun sudah banyak kerugian yang dialami oleh Indonesia, khususnya masyarakat pesisir Nusa Tenggara Timur. Dalam penelitian ini dilakukan analisis dampak tumpahan minyak, faktor-faktor yang menyebabkan kasus ini berlarut-larut dan solusi dari kasus tumpahan minyak Montara ini. Data-data yang digunakan untuk penelitian ini adalah data primer dari hasil kuesioner dengan beberapa instansi pemerintahan dan data sekunder yang merupakan data dari Badan Pusat Statistik Propinsi Nusa Tenggara Timur, peraturan perundangan mengenai penanggulangan tumpahan minyak di laut serta penelitian-penelitian mengenai tumpahan minyak Montara yang telah dilakukan sebelumnya. Analisa dampak dilaksanakan menggunakan metode paired sample t-test. Didapatkan hasil bahwa terjadi penurunan produksi perikanan laut dan rumput laut, yang menyebabkan penurunan pertumbuhan ekonomi, dengan produksi perikanan laut dan rumput laut tahun 2010 merupakan tahun terendah. Dengan menggunakan diagram fishbone diperoleh faktor-faktor yang menyebabkan penanganan kasus tumpahan minyak Montara ini berlarut-larut, yaitu Pemerintah Indonesia dan Australia. Pemerintah Indonesia terlalu lamban dan tidak tegas terhadap Australia dan perusahaan pencemar, sedangkan Australia tidak kooperatif dengan Indonesia. Untuk analisa solusi kasus tumpahan minyak Montara, menggunakan diagram importance-performance analysis. Didapatkan solusi yaitu koordinasi lintas kementerian untuk melengkapi data/administrasi gugatan serta Pemerintah Indonesia bisa lebih bersikap tegas menuntut pihak Australia maupun perusahaan pencemar terkait dengan tanggung jawab ganti rugi.

On August 21, 2009, The Wells of the Montara Wellhead Platform exploded. The
Montara Wellhead Platform is located in the West Atlas Block of Timor Sea Waters
Australia operated by The Petroleum Authority of Thailand Exploration and
Production Australasia (PTT EPAA). This burst well causes a leak in light crude
oil and hydrocarbon gas into the atmosphere. And the oil spill has entered the
territory of Indonesia and pollute some districts in East Nusa Tenggara. After nearly
9 years passed, Montara oil spill case is never completed despite many losses
experienced by Indonesia, especially coastal communities of East Nusa Tenggara.
This study analyzes the impact of oil spills, the factors that cause this case takes
time so long until now and the solution of the Montara oil spill case. The data used
for this study are primary data from the questionnaire results with some government
agencies and secondary data which is data from the Statistics Indonesia of East
Nusa Tenggara Province, the laws on oil spill response in the sea as well as studies
on the Montara oil spill which has been done before. The impact analysis used the
paired sample t-test method, with the result that there was a decrease in the
production of marine and seaweed fisheries, which led to a decline in economic
growth, with 2010 being the lowest year. Factors that cause the handling of the
Montara oil spill case are protracted due to two main factors, namely the Government of Indonesia and Australia, which is processed using a fishbone
diagram. As for the analysis of the solution of Montara oil spill case, it is analyzed
using the importance-performance analysis diagram and obtained the solution that
is cross-ministerial coordination to complete the data / administration of the lawsuit
and the Government of Indonesia can be more firmly demanding the Australian and
pollution company related to the compensation responsibility.
