Abstract
Batam memiliki dua otoritas yang mempunyai 2 kewenangan sekaligus yakni Pemerintah Kota Batam dan Otorita Batam/BP Batam. Salah satu dampak dari 2 kewenangan ini yaitu kurang efektifnya pelayanan publik terkait izin investasi industri.
Salah satu tujuan pembentukan batam yaitu membantu perekenomian nasional. Penurunan laju pertumbuhan ekonomi batam disinyalir salah satunya karena perizinan investasi ini sehingga pemerintah pusat berniat untuk mengubah batam dari Kawasan Perdagangan Bebas dan Pelabuhan Bebas ke Kawasan Ekonomi Khusus. Laju pertumbuhan ekonomi mengalami penurunan selama 5 tahun dari 7,4% pada tahun 2012 menjadi 5,45% pada tahun 2016. Oleh karena itu tujuan dalam penelitian ini untuk mengevaluasi kinerja Badan Pengusahaan Batam dan Pemerintah Kota Batam dalam perizinan investasi industri. Dengan menggunakan ukuran-ukuran pelayanan publik melalui metode kualitatif yaitu content analysis, dapat diketahui kriteria evaluasi pelayanan perizinan investasi industri yaitu kesederhanaan, kejelasan, kepastian waktu dan kelengkapan sarana dan prasarana. Dengan metode yang sama dapat diketahui dualisme antara Badan Pengusahaan Kota Batam dan Pemerintah Kota Batam dalam hal pengurusan lahan. Hasil analisis mengemukakan bahwa perizinan terkait investasi di Kota Batam bisa dipersingkat untuk memudahkan investor. Pembagian kewenangan sudah diamanatkan di dalam Peraturan Pemerintah namun belum terlaksana. Untuk sekarang maka Badan Pengusahaan Batam mengurusi lahan, sedangkan pemerintah kota mengurusi permasalahan perizinan investasi.

Batam has two authorities at the same time that is Batam City Government and Batam Indonesia Free Zone Authority. One of the effects of these two authorities is the lack of effective public services related to investment permit.
At the beginning one of the goals of batam formation is to help the national economy. The decline in economic growth rate of batam allegedly one of them because of this investment permit so that the central government intends to change batam from Free Trade Zone to Special Economic Zone. The rate of economic growth has declined for 5 years from 7.4% in 2012 to 5.45% in 2016. Therefore, the purpose of this research is to evaluate the performance of Batam Enterprises and Batam City Government in the licensing of industrial investment. By using measures of public service through qualitative method that is content analysis, can be known the evaluation criteria of industrial investment licensing service that is simplicity, clarity, certainty of time and completeness of facility and infrastructure.With the same method can be known dualism between Batam Indonesia Free Zone Authority and Batam City Government in terms of land management. The analysis results suggest that investment-related licensing in Batam can be shortened to facilitate investors. The division of authority has been mandated in the Government Regulation but has not been implemented. For now the Batam Indonesia Free Zone Authority takes care of the land, while the city government takes care of investment permits.
