Abstract
Proyek pembangunan Jalan Tol Pasuruan – Probolinggo yang berlokasi di Kabupaten Pasuruan dan Kabupaten Probolinggo ini bertujuan untuk mengalihkan volume lalu lintas yang melalui jalan nasional antara Kabupaten Pasuruan dan Kabupaten Probolinggo. Pengalihan volume lalu lintas tersebut dimaksudkan agar dapat meningkatkan kinerja jalan nasional. Untuk itu, perlu dilakukan analisa studi kelayakan agar dapat menilai perbandingan kinerja jalan nasional dengan jalan tol Pasuruan – Probolinggo.
Studi ini akan membahas tentang analisa lalu lintas serta analisa kelayakannya yang ditinjau dari aspek teknis, ekonomi, dan finansial. Analisa lalu lintas akan dilakukan dengan membandingkan kinerja jalan nasional without project dengan with project, yang ditinjau dari nilai derajat kejenuhannya. Analisa kelayakan teknis dilakukan dengan control alinyemen horizontal jalan dengan Pedoman Konstruksi dan Bangunan No. 007/BM/2009. Analisa kelayakan ekonomi dilakukan dengan menghitung nilai penghematan Biaya Operasional Kendaraan (BOK), penghematan nilai waktu perjalanan, Net Present Value (NPVe), Benefit Cost Ratio (BCRe), dan Economic Internal Rate of Return (EIRR). Analisa kelayakan finansial dilakukan dengan menghitung tarif tol, NPVf, BCRf, Financial Internal Rate of Return (FIRR), dan Payback Period (PP).
Hasil analisa menyatakan bahwa proyek Jalan Tol Pasuruan-Probolinggo Seksi I layak untuk dilaksanakan. Analisa lalu lintas menampilkan nilai derajat kejenuhan pada jalan nasional with project didapatkan sebesar 0,42 pada tahun 2019, sedangkan untuk jalan nasional without project didapatkan sebesar 0,85. Analisa kelayakan teknik berupa kontrol alinyemen horizontal telah memenuhi pedoman yang ditinjau. Analisa kelayakan ekonomi menyatakan bahwa proyek layak dengan nilai NPVe Rp 19.959.281.957.748,50, nilai BCRe sebesar 8,96, dan EIRR sebesar 23,68%. Analisa kelayakan finansial juga menyatakan proyek layak dilaksanakan, baik menggunakan tarif tol dengan keuntungan 50%, 60%, atau 70%. Untuk tarif tol 50% maka didapatkan NPVf Rp 10.550.174.681.019,00; BCR 5,21; FIRR 16,75% dan PP tahun ke-16. Untuk tarif tol 60% maka didapatkan NPVf Rp 13.375.585.426.492,60; BCR 6,33; FIRR 18,33% dan PP tahun ke-13. Untuk tarif tol 70% maka didapatkan NPVf Rp 15.759.813.510.606,30; BCR 7,29; FIRR 19,59%; dan PP tahun ke-12.

Pasuruan – Probolinggo Toll Road construction project which located in di Pasuruan District and Probolinggo District is headed to divert the traffic volume that passes national road which connect both district. This traffic diversion is intended to improve those national road performance. Therefore, feasibility analysis needs to be done to assess the comparison between the national road performance and the toll road performance.
This study will discuss about traffic analysis and the feasibility analysis which will be viewed by its technical, economic, and financial aspect. Traffic analysis will be done by comparing the without project-national road performance with the with project-national road performance, which will be assess by its degree of saturation value. Technical feasibility analysis will be done by checking the horizontal alignment to the provision based in Pedoman Konstruksi dan Bangunan No. 007/BM/2009. Economic feasibility analysis will be done by calculating the value of Vehicle Operation Cost (VOC) saving, Value of Time (VOT) saving, Net Present Value (NPVe), Benefit Cost Ratio (BCRe), dan Economic Internal Rate of Return (EIRR). Financial feasibility analysis will be done by calculating the value of toll rates, Net Present Value (NPVf), Benefit Cost Ratio (BCRf), dan Financial Internal Rate of Return (FIRR), and Payback Period (PP).
The analysis results indicate that Pasuruan – Probolinggo Toll Road Section I construction project is feasible to carried out. The traffic analysis shows the degree saturation value in with project-national road is 0,42 in 2019, whereas for the without project-national road the value is 0,85. Technical feasibility analysis in term of horizontal alignment checking has fulfilled the provision. Economic feasibility analysis indicate that the construction project is feasible to carried out with the value : NPVe of Rp 19.959.281.957.748,50, BCRe of 8.96, and EIRR of 23,68%. Financial feasibility analysis also indicate that the construction project is feasible to carried out using the toll rate of 50%, 60%, or 70% profit. For 50% toll rate obtained value of : NPVf Rp 10.550.174.681.019,00; BCR 5,21; FIRR 16,75% and PP 16th year mark. For 60% toll rate obtained value of NPVf Rp 13.375.585.426.492,60; BCR 6,33; FIRR 18,33% and PP 13th year mark. For 70% toll rate obtained value of NPVf Rp 15.759.813.510.606,90; BCR 7,29; FIRR 19,59%; and PP 12th year mark.
