Abstract
Pengadaan barang/jasa elektronik atau biasa disebut e-Procurement
merupakan pengadaan barang/jasa yang memanfaatkan kemajuan teknologi
informasi dan komunikasi dengan tujuan agar tercapainya pengadaan yang
bersifat terbuka, transparan, efektif dan efisien. E-Procurement telah dilakukan di
banyak negara. Di Indonesia sendiri pelaksanaan e-Procurement mulai dikenal
sejak dikeluarkannya Keppres Nomor 80 tahun 2003 yang mengatur tentang
Pengadaan Barang/Jasa Pemerintah dengan harapan dapat mewujudkan Good
Governance yang bersifat terbuka, transparan, efektif dan efisien. Namun
pelaksanaan e-Procurement tidaklah mudah. Banyak kendala yang ditemui dalam
pelaksanaannya, salah satunya terjadi pada pihak pemerintah dalam hal ini Dinas
Pekerjaan Umum Provinsi Papua. Penelitian ini bertujuan untuk mengetahui
faktor-faktor penghambat dalam pelaksanaan e-Procurement di Dinas Pekerjaan
Umum Provinsi Papua serta rekomendasi tindakan yang dapat dipakai untuk
meminimalisasi pengaruh faktor-faktor penghambat tersebut.
Metode penelitian yang digunakan adalah identifikasi variabel dengan cara
studi literatur, survey pendahuluan dan kuesioner terhadap pihak terkait dengan
memakai metode pemilihan sampel acak sederhana. Data yang diperoleh dianalisa
dengan Relative Importance Index (RII) dan selang/interval kepercayaan
(Confidence Interval) sehingga diperoleh urutan faktor penghambat pelaksanaan
e-Procurement di Dinas Pekerjaan Umum Provinsi Papua dari yang tertinggi
hingga yang terendah. Dari hasil analisa data kemudian dilakukan survey
kuesioner terhadap para pihak yang telah melakukan e-Procurement untuk
mengetahui tindakan yang dapat diambil untuk meminimalisasi pengaruh faktorfaktor
penghambat dalam pelaksanaan e-Procurement pada Dinas Pekerjaan
Umum Provinsi Papua.
Hasil penelitian menunjukkan bahwa faktor teknologi, sumber daya
manusia dan hukum menjadi faktor penghambat dalam pelaksanaan e-
Procurement di Dinas Pekerjaan Umum Provinsi Papua. Untuk meminimalisasi
pengaruh faktor-faktor penghambat tersebut diperlukan adanya kesiapan sumber
daya manusia yang terlibat dalam e-Procurement serta peningkatan sarana dan
prasarana.

The e-Procurement of goods and services is the procurement of goods and
services that utilizes the advances in information technology and communication
in order to achieve effective, efficient, open, and transparent procurement. EProcurement
has been done in many countries. In Indonesia, the implementation
of e-Procurement is known since the issuance of Presidential Decree No. 80 in
2003 which regulates the Government Procurement of Goods/Services in the hope
of creating effective, efficient, open, and transparent good governance. However,
the implementation of e-procurement is not easy. Many obstacles occur in its
implementation, one of which is experienced by the government, in this case is
the Public Works Regional Office of Papua Province. This study was aimed to
determine the inhibiting factors of implementing the e-Procurement in Public
Works Regional Office of Papua Province and the recommendations of action that
can be used to minimize the effect of those factors.
The research method used in this study is the identification of variables by
conducting literature studies, preliminary surveys and questionnaires to the
stakeholders. Samples were taken by using simple random sampling selection
method. The data obtained were analyzed by using the Relative Importance Index
(RII) and Confidence Interval to obtain the order of inhibiting factors of
implementing the e-Procurement in Public Works Regional Office of Papua
Province, from the highest to the lowest. Based on the results of the data analysis,
questionnaire surveys then conducted on the parties who have carried out the e-
Procurement to determine the measures that can be used to minimize the effect of
inhibiting factors of implementing the e-Procurement in Public Works Regional
Office of Papua Province.
The results showed that technology, human resources and law are the
inhibiting factors in implementing the e-Procurement in Public Works Regional
Office of Papua Province. To minimize the effect of those inhibiting factors, the
readiness of human resources involved in the e-Procurement and the improvement
of facilities and infrastructure are needed.
