Abstract
Suatu lahan di Jalan Kedung Baruk 96 Rungkut Surabaya merupakan lahan milik PT Bumi Nirwana Surabaya. Lahan seluas ±17.280 m2 tersebut terletak pada kawasan Surabaya bagian timur. Sayangnya lahan tersebut masih berupa lahan kosong, padahal letak lahan tersebut berada di dekat jalan arteri sekunder, di sekitar lahan tersebut terdapat beberapa apartemen, perkantoran dan pusat perbelanjaan,lahan ini mempunyai peluang tinggi untuk dikembangkan jika diperoleh peruntukan yang terbaik.
Untuk mengetahui peruntukan terbaik pada lahan di Jalan Kedung Baruk 96 Rungkut, Surabaya ini dianalisis menggunakan metode Highest and Best Use. Analisis ini meliputi aspek legal, aspek fisik, aspek finansial dan produktivitas maksimum. Pada aspek variabel analisis adalah zoning dan building code, pada aspek fisik variabel analisis merupakan ukuran dan bentuk tanah, utilitas, aksesibilitas, dan desain awal alternatif, aspek finansial menganalisis biaya investasi, pendapatan properti, pengeluaran operasional properti dan Net Present Value (NPV).
Dari hasil analisis yang dilakukan didapatkan bahwa ada tiga alternatif yang bisa dianalisis lebih lanjut, alternatif tersebut adalah apartemen, hotel dan perkantoran. Dari analisis yang dilakukan didapatkan alternatif tertinggi dan terbaik untuk lahan di jalan kedung baruk 96, Surabaya adalah perkantoran dengan penambahan nilai dari lahan awal sebesar Rp 53.907.021,34/m2, dalam arti pemanfaatan lahan untuk perkantoran akan memberikan produktifitas lahan sebesar 115.63%.

A land on Jalan Kedung Baruk 96 Rungkut Surabaya is owned by PT Bumi Nirwana Surabaya. Land area of ± 17,280 m2 is located in the eastern part of Surabaya. Unfortunately, the land is still empty land, where the land is located near the secondary arterial road, in the vicinity of the land there are several apartments, offices and shopping centers, this land has a high chance to develop if obtained the best designation.
To know the best allotment on land at Jalan Kedung Baruk 96 Rungkut, Surabaya is analyzed using Higest and Best Use method. This analysis covers legal aspect, physical aspect, financial aspect and maximum productivity. In the aspect of the analysis variable is zoning and building code, on the physical aspect of the analysis variable is the size and shape of the land, utility, accessibility, and alternative initial design, financial aspect analyze investment cost, property income, expense of property operation and Net Present Value (NPV).
From the results of the analysis conducted, it was found that there were three alternatives that could be analyzed further, these alternatives were apartments, hotels and offices. From the analysis conducted, the highest and best alternative for land in Kedung Baruk 96, Surabaya is an office with an additional value of the initial land of Rp. 53,907,021.34 / m2, meaning that land use for offices will provide land productivity of 115.63%.
