Abstract
eTBM-ePustaka adalah sebuah sistem yang diluncurkan pada bulan April tahun 2017 oleh Dinas Perpustakaan dan Kearsipan Kota Surabaya, yang bertujuan untuk mempermudah pelaporan, mempercepat pelaporan petugas perpustakaan dan mempermudah monitoring dan evaluasi kinerja petugas teknis perpustakaan yang tersebar di 1389 titik layanan baca di kota Surabaya, Penggunaan eTBM-ePustaka sampai pada saat ini masih menemui banyak kendala dan keluhan, terbukti dari tingkat keterisian laporan dan monitoring evaluasi yang belum mencapai 100%. Tidak terpenuhinya target pengisian eTBM-ePustaka ini juga mempengaruhi laporan dan analisa yang dilakukan oleh penentu kebijakan diatasnya.
Evaluasi dilakukan untuk mengetahui kesesuaian eTBM-ePustaka baik untuk pengguna, organisasi dan teknologi. Penelitian ini menggunakan model evaluasi Human, Organization, Technology (HOT) Fit. Jumlah sampel yang digunakan adalah 220 responden. Analisa data yang digunakan adalah Structural Equation Modeling (SEM)
Dari 18 hipotesa yang diuji, terdapat 4 hipotesa yang diterima dan 14 hipotesa ditolak. Varibel yang mempengaruhi pencapaian net benefit adalah kualitas informasi, penggunaan sistem, struktur organisasi.
Setelah mengetahui variabel yang berpengaruh pada pencapaian net benefit, diharapkan ada perbaikan-perbaikan untuk memaksimalkan efesiensi dan kinerja yang diharapkan.

eTBM-ePustaka launched in April 2017 by the Surabaya City Library and Archives Department , which the service point is read at reading center. city of Surabaya, The use of eTBM-e-Library system for many obstacles and complaints, for example when input report filling and monitoring evaluation that was not reached 100%. The failure to fulfill the eTBM-e-library filling targets also affects the reports and analysis carried out by the policy makers above.
The evaluation is begin from the application of eTBM-e-Library for users, organizations and technology. This study uses an evaluation of the model of Human, Organization , and Technology (HOT) Fit. The number of samples used was 220 respondents. Analysis of the data used is Structural Equation Modeling (SEM)
Of the 18 hypotheses tested, the 4 hypotheses were accepted and 14 hypotheses were rejected such information quality benefits, are information quality benefits, system usage, organizational structure and net benefits.
After knowing the variables which influence the achievement of the net benefits of the system, it is expected that there are improvements to maximize the efficiency and expected performance.
