Abstract

Salah satu moda transportasi untuk menuju Bandara Internasional Soekarno-Hatta adalah Kereta Bandara Railink. PT Railink selaku pengelola Kereta Bandara Railink menargetkan tingkat okupansi sebesar 60%. Rata rata tingkat okupansi Kereta Bandara Railink Soekarno-Hatta dari bulan Januari 2018 hingga Maret 2019 adalah 13,3%. Tingkat okupansi yang rendah disebabkan oleh banyak faktor salah satunya adalah persepsi penumpang terhadap travel time Tahap pertama dalam pengerjaan tugas akhir ini adalah perumusan masalah dan studi literatur yang bertujuan untuk mengetahui metode apa yang digunakan dalam evaluasi Interchange Hub. Selanjutnya evaluasi travel time yang dilakukan dengan 3 (tiga) cara untuk dibandingkan yaitu actual, responden, dan teoritis. Cara actual berupa perhitungan langsung travel time yang dirasakan penumpang dan wayfinding yang menunjang. Kemudian cara responden dilakukan dengan cara memberikan kuesioner kepada penumpang terkait waktu tempuh yang dirasakan dan wayfinding yang mereka harapkan. Cara terakhir adalah cara teoritis yang dilakukan dengan menghitung jarak perpindahan penumpang kemudian dikali dengan kecepatan rata rata berjalan penumpang sehingga mendapatkan travel time. Perhitungan travel time di Stasiun Kereta Bandara BNI City dihitung dari perjalanan dari moda transportasi sebelumnya, menuju ticketing, dan platform. Perhitungan travel time di Stasiun Kereta Bandara Soekarno-Hatta dihitung dari arrival gate menuju shelter skytrain di beberapa terminal, kemudian menuju Stasiun Kereta Bandara Soekarno-Hatta. Ketiga data travel time kemudian dibandingkan. Langkah terakhir adalah melihat signifikansi dari perbedaan travel time penumpang berdasarkan atribut frekuensi penumpang menggunakan Kereta Bandara. Perbedaan travel time dipengaruhi oleh desain layout dan lokasi interchange hub. Kemudian merencanakan ulang layout interchange hub berdasarkan hasil evaluasi untuk mereduksi travel time. Dari hasil evaluasi didapatkan hasil bahwa penumpang memiliki kecenderungan untuk overestimate terhadap travel time pada saat proses transfer atau perpindahan moda. Waktu yang dirasakan penumpang sebesar 1.81 kali dari waktu sebenarnya di Stasiun Kereta Bandara BNI City dan 2.28 kali di Stasiun Kereta Bandara Soekarno-Hatta. Hasil evaluasi wayfinding didapatkan faktor yang perlu dilakukan perubahan paling utama yaitu faktor ketersediaan informasi tentang jarak tempuh, faktor penempatan wayfinding, faktor penekanan warna, dan kejelasan informasi di Stasiun Kereta Bandara BNI City. Kemudian hasil di Stasiun Kereta Bandara Soekarno-Hatta faktor ketersediaan informasi tentang jarak tempuh, faktor ketersediaan informasi perbandingan waktu tempuh antar moda trasnportasi, faktor ketersediaan informasi mengenai alur perpindahan perjalanan, dan faktor ketersediaan informasi jadwal keberangkatan kereta bandara. Dari hasil evaluasi kemudian direncanakan skema integrasi fisik Interchange Hub untuk mereduksi travel time perpindahan penumpang.

One of the modes transportation to get to Soekarno-Hatta International Airport is Railink Airport Train. PT Railink as Railink Airport Train manager targets an occupancy rate of 60%. The average Railink Soekarno-Hatta Airport Train occupancy rate from January 2018 to March 2019 is 13.3%. Low occupancy rate is caused by many factors, one of which is passenger perception of travel time The first stage in the execution of this final project is the formulation of the problem and the study of literature which aims to find out what methods are used in Interchange Hub evaluations. Furthermore, the travel time evaluation was conducted with 3 (three) ways to be compared they are actual, respondent, and theoretical. The actual way in the form of direct calculation of travel time felt by passengers and supporting wayfinding. Then the respondents way do is by giving questionnaires to passengers regarding the perceived travel time and the wayfinding they expect. The last way is the theoretical way that is done by calculating the distance of passenger movement then multiplied by the average walking speed of passengers so that travel time will be got. Calculation of travel time at BNI City Airport Train Station is calculated from previous modes of transportation trips, towards ticketing, and platforms. Calculation of travel time at Soekarno-Hatta Airport Train Station is calculated from the arrival gate to the skytrain shelter in several terminals, then to the Soekarno-Hatta Airport Train Station. The three travel time data are then compared. The final step is to look at the significance of the difference in passenger travel time based on passenger frequency attributes using the Airport Train. The difference in travel time is influenced by the design of the layout and location of the interchange hub. Then re-plan the interchange hub layout based on the evaluation results to reduce travel time. From the evaluation results, it was found that passengers had a tendency to overestimate travel time during the transfer process or modes of transportation transfer. The time felt by passengers is 1.81 times the actual time at BNI City Airport Train Station and 2.28 times at Soekarno-Hatta Airport Train Station. The results of the wayfinding evaluation found that the most important factors needed to be changed were the availability of information about distance, the wayfinding placement factor, the color suppression factor, and the clarity of information at the BNI City Airport Train Station. Then at the Soekarno-Hatta Airport Train Station, the availability of information about distance traveled, the availability of information on the comparison of travel time between modes of transportation, the availability of information about the flow of travel, and the availability of information on airport train departure schedules. From the evaluation results, the Interchange Hub physical integration scheme is planned to reduce passenger travel time.
