Abstract

Manajemen penjadwalan proyek menjadi salah satu faktor penting dalam menyelesaikan suatu proyek untuk mendapatkan hasil yang optimum. Proyek Pembangunan Jetty Terminal Multipurpose di Kuala Tanjung menjadi objek yang dianalisis pada penelitian ini. Pelabuhan Kuala Tanjung merupakan pelabuhan yang terletak di Sei Suka, Kabupaten Batubara, Sumatera Utara. Dalam penelitian ini dilakukan analisis percepatan proyek dengan menggunakan metode penjadwalan Presedence Diagram Method untuk mengetahui aktivitas-aktivitas yang berada di lintasan kritis. Terdapat 12 kegiatan yang berada dalam lintasan kritis pada proyek ini. Setelah mengetahui lintasan kritis, dilakukan analisis menggunakan metode Program Evaluation and Review Technique untuk mengetahui probabilitas durasi penyelesaian proyek dari beberapa target durasi yaitu 44,04% dengan durasi 976 hari berdasarkan kontrak proyek, 0,17% dengan durasi 939 hari berdasarkan durasi tercepat metode PERT, dan 99,86% dengan durasi 1018 hari berdasarkan durasi terlama metode PERT. Kemudian dilakukan percepatan dengan menggunakan metode TCTO dengan alternatif penambahan jam lembur. Dilakukan analisis terhadap tiga skema penambahan jam lembur, dan setelah dianalisis didapatkan durasi dan biaya optimum pada jalur kritis pada penambahan 1 jam lembur. Dengan dilakukan percepatan dengan skema penambahan 1 jam lembur total durasi proyek yang semula 976 hari menjadi 878 hari dengan selisih 98 hari, dengan total biaya paling sedikit yaitu sebesar Rp747.058.652.540,19 dari semula Rp744.602.322.290,19 dengan selisih Rp2.456.330.250,00 dan juga cost slope terkecil dari skema penambahan jam lembur lainnya yaitu Rp27.599.216,29.

Project scheduling management is one of the important factors in completing a project to get optimum results. The Multipurpose Terminal Jetty Development Project in Kuala Tanjung is the object analyzed in this final project. Kuala Tanjung Port is located in Sei Suka, Batubara Regency, North Sumatra. In this research, the time acceleration analysis of the project is done by using Presedence Diagram Method to find out activities that are on the critical path. There are 12 activities that are in a critical path on this project. After identifying the critical path, the analysis was carried out using the Program Evaluation and Review Technique method to find out the probable duration of project completion from several duration targets, namely 44.04% with a duration of 976 days based on project contracts, 0.17% with a duration of 939 days based on the fastest duration PERT method and 99.86% with a duration of 1018 days based on the longest duration of the PERT method. Next, the time acceleration is carried out using TCTO method with the scheme of adding overtime hours to workers. In this analysis, three scheme of adding overtime hours to workers were made. After the analysis was done in the critical path, it is known that the additional one hour overtime is the most optimum among the other two schemes. With the acceleration with the scheme of adding 1 hour overtime, the total duration of the project which was originally 976 days to 878 days with a difference of 98 days, with the least total cost of Rp747,058,652,540.19 from the original Rp744,602,322,290.19 with a difference of Rp2 .456,330,250.00 and also the smallest cost slope from the other overtime hours scheme, which is Rp27,599,216.29
