Abstract

Reception Facillity adalah fasilitas penampungan di pelabuhan yang tidak hanya digunakan untuk menampung kotoran, tetapi digunakan juga untuk menampung sisa -sisa minyak, zat cairan beracun, dan sampah yang berasal dari kapal. Negara konvensi MARPOL 73/78 diwajibkan untuk menyiapkan dan memelihara fasilitas penampungan yang cukup didarat karena hasil semua jenis air buangan yang berasal dari kapal tidak bisa langsung dibuang karena akan merusak ekosistem laut. Juga berdasarkan konvensi internasional yang dibuat IMO untuk menjaga keseimbangan ekosistem laut, dari Annex I sampai dengan Annex VI, semua diatur sedemikian rupa agar kapal saat berlayar maupun pada saat bersandar di pelabuhan tidak membuang limbah sembarangan seperti oli, bahan kimia, muatan berbahaya, air limbah/seawage, sampah, emisi gas berbahaya, dan tentunya air ballast. Dengan adanya beberapa persyaratan dan peraturan, kapal seharusnya dipasangkan sebuah alat Water Treatment Plant untuk dapat mengelolah limbah cair yang ada di kapal agar tidak merusak ekosistem laut sekitar. Akan tetapi penambahan alat untuk water treatment plant merupakan investasi yang cukup mahal dan efisiensi pemanfaatan ruangan yang ada di kapal menjadi faktor pertimbangan. Port-Based Water Treatment Plant di pelabuhan untuk mempermudah kapal-kapal yang akan bersandar agar tidak harus memasang Water Treatment Plant di atas kapal, sehingga dapat tetap melakukan pembuangan melalui reception facility dan tetap memenuhi kriteria IMO untuk melindungi ekosistem laut. Sehingga penelitian ini dilakukan untuk merencanakan reception facility untuk sistem treatment air ballast dan sludge. Lalu, membandingkan biaya investasi dan operasional dari 2 sistem yang direncanakan. Metode treatment air ballast yang digunakan adalah injeksi biosida kimia ClO2 dan ozone side stream injection, Sedangkan treatment sludge yang digunakan adalah metode sentrifugal dan solvent extraction. Estimasi total biaya pemasangan reception facility untuk air ballast dan sludge treatment yang direncanakan adalah sebesar Rp40.333.574.270 dan biaya operasional reception facility untuk 5 tahun kedepan adalah sebesar Rp3.486.922.207.

Reception Facillity is a facility in the port that is not only used to store dirt, but is also used to accommodate the remaining oil, toxic liquid substances, and garbage originating from ships. The state of convention MARPOL 73/78 is required to prepare and maintain shelter facilities that are sufficiently landed because the results of all types of wastewater originating from ships cannot be directly disposed. Also based on international conventions made by IMO to maintain the balance of marine ecosystems, from Annex I to Annex VI, all are arranged in such a way that ships when sailing or when leaning on ports do not dispose of careless waste such as oil, chemicals, dangerous cargo, waste water / seawage, garbage, harmful gas emissions, and of course ballast water. With the existence of several requirements and regulations, the vessel should have a Water Treatment Plant tool installed to be able to manage liquid waste on the ship so as not to damage the surrounding marine ecosystem. However, the addition of equipment for the water treatment plant is an investment that is quite expensive and the efficiency of the utilization of existing space on the ship is a factor of consideration. The Port-Based Water Treatment Plant at the port is to make it easier for ships that will berth so that they do not have to install a Water Treatment Plant on board, so they can continue to discharge through the reception facility and still fulfill the IMO criteria to protect the marine ecosystem. So that this research is conducted to plan reception facilities for ballast water and sludge treatment systems. Then, compare the investment and operational costs of the 2 planned systems. The ballast water treatment methods which is used are injection of chemical biocide ClO2 and ozone side stream injection, while the sludge treatment which is used are the centrifuge method and solvent extraction. The estimated total cost of reception facility installation for planned ballast and sludge treatment is Rp. 40,333,574,270 and reception facility operating costs for the next 5 years are Rp3.486.922.207.
