Abstract
Kementerian Kelautan dan Perikanan mencanangkan program pengadaan 3280 kapal
penangkap ikan dengan bahan dasar fiberglass di tahun 2016. Keseluruhan kapal penangkap ikan
akan dibangun menggunakan material fiberglass. Akan tetapi, hal ini tidak sebanding dengan
jumlah galangan kapal fiber di Indonesia yang lebih didominasi oleh galangan kapal kayu. Tujuan
dari Tugas Akhir ini adalah untuk mengevaluasi kondisi eksisting galangan kapal kayu di Jawa
Timur, serta melakukan analisis teknis dan ekonomis kebutuhan pengembangan galangan kapal
kayu agar mampu berperan dalam program pengadaan kapal penangkap ikan oleh Kementerian
Kelautan dan Perikanan.
Didalam Tugas Akhir ini, dilakukan survey galangan kapal fiber dan galangan kapal kayu
di Jawa Timur. Studi literatur dilakukan mengenai kapal penangkap ikan, proses pembangunan
kapal fiber, dan analisis kelayakan investasi. Dari kriteria peserta lelang pengadaan kapal
penangkap ikan, dibuat strategi pengembangan berupa persiapan sumberdaya manusia galangan,
peralatan galangan, serta komposisi workshop galangan. Selain kebutuhan teknis, dilakukan juga
perhitungan ekonomis mengenai analisis kelayakan investasi pengembangan galangan.
Hasil yang didapatkan adalah galangan kapal kayu belum memiliki SDM minimal lulusan
D3 Teknik Perkapalan sebagai syarat kelayakan galangan mengikuti lelang pembangunan kapal.
Komposisi manajemen galangan berupa direktur utama (owner), kepala produksi (minimal D3
Teknik Perkapalan), tenaga produksi, tenaga kelistrikan (minimal SMK Listrik), administrasi dan
keuangan, serta bagian pemasaran. Pengembangan kompetensi tenaga produksi kapal fiber
membutuhkan 35 materi pelatihan selama 160 jam yang terdiri dari teori dan praktek. Terdapat
galangan yang berpotensial untuk dikembangkan dilihat dari segi fasilitas, luasan workshop, dan
legalitas usahanya. Peralatan produksi kapal fiber yang dibutuhkan adalah kebutuhan peralatan
dari metode produksi hand lay-up. Pengembangan layout galangan mungkin untuk
dikolaborasikan antara produksi kapal kayu dan produksi kapal fiber. Luasan workshop kapal fiber
yang dibutuhkan adalah sebesar 1350 m2. Pengembangan galangan kapal kayu agar mampu
memproduksi kapal fiber dengan metode hand lay-up membutuhkan investasi sebesar Rp.
1.131.213.000,-. Perhitungan kelayakan investasi metode NPV dengan suku bunga 13,39%
menghasilkan pengembalian investasi di tahun ke 6 setelah pengembangan galangan dilakukan.
Dan hasil perhitungan dari internal rate of return menunjukkan besaran bunga yang masih layak
untuk dilakukan investasi mencapai 18,08%, lebih besar dari suku bunga.

Ministry of Maritime Affairs and Fisheries launched a program to provide 3,280 fishing
boats with fiberglass base material in the 2016. Overall fishing vessels will be built using fiberglass
material. However, this is not proportional to the amount of fiber shipyard in Indonesia that more
dominated by wooden shipyard. The purpose of this final project is to evaluate existing condition
of wooden shipyard in East Java, and to perform technical and economical analysis that needed in
developing wooden shipyard to be able to play a part in the procurement program of fishing vessels
by the Ministry of Maritime Affairs and Fisheries.
In this final project, conducted a survey to fibreglass and wooden shipyard in East Java.
The literature study conducted about fishing vessel, building process of fiberboat, and investment
feasibility analysis. From the fishing vessel tender participant criteria, created development
strategy in the form of shipyard human resources preparation, shipyard equipment, and the
composition of shipyard workshop. In addition, also performed economic calculation regarding
the shipyard development invesment feasibility analysis.
The results obtained are wooden shipyard has not had a minimal human resource
requirement that graduated from D3 Naval Architecture as a condition of eligibility to enter the
auction boatbuilding shipyard. Shipyard management composition in the form of director (owner),
head of production (minimum D3 Naval Architecture), production labour, power electrical
(minimum graduated from Electrical High School), administration and finance, and marketing
section. Development of production labour competence of fiber requires 35 training materials for
160 hour consisting of theory and practice. There is a shipyard with potential to be developed in
terms of facilities, workshop area, and the legality of its business. Fiber board production
equipment required is the equipment needs of the production method of hand lay-up. Development
of shipyard layout possible to collaborate between the production of wooden boats and production
of fiber board. Fiberboat workshop area need 1350 m2. Development of wooden shipyard in order
to be able to produce fiber boat with hand lay-up methods require an investment of Rp.
1.131.213.000,-. Investment feasibility NPV calculation method with an interest rate 13.39%
generating a return on investment in 6 years after the development of shipyards do. And from
calculation of internal rate of return (IRR) shows that the interest is still worthy untill 18,08%,
bigger than interest rate.
