Abstract
Kenaikan muka air laut merupakan salah satu penyebab permasalahan penting yang memberikan dampak negatif terhadap kehidupan sosial ekonomi pesisir juga terhadap ekosistem pesisir. Selain kenaikan permukaan laut, terdapat pula parameter yang membentuk kerentanan pesisir yang meliputi geomorfologi pantai, elevasi daratan di sekitar pesisir, perubahan garis pantai, pasang surut air laut, dan tinggi gelombang. Penelitian ini bertujuan untuk menganalisa setiap parameter dalam algoritma Coastal Vulnerability Index (CVI) yang berperan dalam membentuk kerentanan pesisir dan memodelkan area tergenang pada 100 tahun kedepan juga menganalisa terkait kerentanan pesisir Semarang terhadap Rencana Tata Ruang Wilayah (RTRW) dan kondisi eksisting Kota Semarang. Dari penelitian ini, diperoleh hasil bahwa parameter yang paling berperan dalam membentuk kerentanan pesisir Semarang adalah parameter kenaikan permukaan laut, pasang surut, geomorfologi, tinggi gelombang dan elevasi. Hasil dari perhitungan CVI didapat bobot kerentanan pesisir Semarang berada pada angka 45,644 dengan tingkat sangat rentan. Dari pemodelan area tergenang untuk 100 tahun kedepan diperoleh bahwa luasan area tergenang adalah 11.380 hektar yang meliputi Kecamatan Tugu, Semarang Barat, Semarang Utara, Genuk, Semarang Timur, dan Gayamsari. Zona dari perkiraan area tergenang menurut peta RTRW Kota Semarang adalah zona industri, perdagangan, pemukiman, pertanian lahan kering, bandar udara, konservasi, dan lapangan penumpukan. Sementara perkiraan untuk luasan area terbangun yang tergenang adalah 6087,012 hektar (60,87 km2) dengan perkiran nilai kerugian mencapai 284 milyar. Apabila mengaitkan terhadap kondisi eksisting dimana kepadatan lahan terbangun yang terpusat di pesisir Semarang, tentu hal tersebut semakin menambah tingkat keparahan kerentanan pesisir Semarang.

Sea level rise is one of the causes of important problems that have a negative impact on coastal socio-economic life as well as on coastal ecosystems. In addition to sea level rise, there are also parameters that trigger coastal vulnerability which include coastal geomorphology, height or elevation of land around the coast, changes in coastline, tides, and wave height. This study aims to analyze each parameter in the Coastal Vulnerability Index (CVI) algorithm that plays the most role in triggering coastal vulnerability and modeling inundated areas over the next 100 years also analyzing the Semarang coastal vulnerability to the Regional Spatial Plan (RTRW) and the existing conditions of the City of Semarang. From this study, the results obtained that the parameters that most trigger the vulnerability of the Semarang coast are the parameters of sea level rise, tides, geomorphology, significant wave height, and elevation. The results of the CVI calculation show that the Semarang coastal vulnerability weight is 45,644 with a very vulnerable level. From the flooded area modeling for the next 100 years it was found that the area of flooded area was 11,380 hectares which included Tugu District, West Semarang, North Semarang, Genuk, East Semarang, and Gayamsari. The zones of the estimated inundated areas according to the Semarang City RTRW map are the industrial, trade, residential, dry land agriculture, airport, conservation, and stockpile zones. While the estimate for the total area of flooded built area is 60,87 km2 which, if estimated at a loss of 284 billion. If it relates to the existing condition where the density of built land is concentrated on the Semarang coast, of course it will increase the severity of the Semarang coastal vulnerability.
