Abstract
Di industri semen, supply chain management memiliki peranan yang sangat penting dalam menentukan daya saing dari mulai dari inbound logistik hingga outbound logistics. PT X merupakan perusahaan produksi semen terbesar di Indonesia dengan penguasan pasar mencapai 53% di tahun 2019. Strategi kunci PT X adalah supply chain optimization yang memiliki peran utama untuk mencapai pertumbuhan target perusahaan dengan prinsip mencapai efisiensi biaya logistik dan transportasi dan tetap mengedepankan tingkat pelayanan pemenuhan kebutuhan pelanggan. Optimalisasi outbound logistics di PT X dapat didekati dengan model integrated transporatation-Inventory (ITI). ITI adalah model yang mengintegrasikan keputusan transportasi dan inventory secara bersamaan. ITI juga merupakan model yang dapat menentukan alokasi produk dengan mempertimbangkan level inventory, jumlah produksi dan keputusan untuk melakukan backorder. Penerapan ITI pada studi kasus PT X menggunakan konfigurasi supply chain dari beberapa sumber produk (pabrik) ke beberapa pelanggan, transshipment, multi periode, multi product, memperbolehkan adanya backorder, dan demand yang bersifat deterministik. Hasil dari simulasi pada model ITI dapat digunakan sebagai dasar melakukan perencanaan produksi dan penjualan. Pada penelitian ini model ITI yang dikembangkan menggunakan metode eksak solver simplex melalui software Lingo 18, yang telah memliiki fitur untuk mempercepat proses komputasi dalam problem skala besar. Pengembangan model ITI pada optimalisasi outbound logistics PT X memberikan effisiensi dan efektivitas biaya distribusi dengan tetap mengupayakan pemenuhan kebutuhan pelanggan melalui jaminan ketersediaan produk. Hasil Simulasi menujukkan bahwa optimasi outbound logistics PT X dengan menggunakan model ITI mampu menghemat biaya sebesar 1,86% atau senilai 117 Milyar jika dibandingkan dengan kondisi eksisting.

In the cement industry, supply chain management has an important role in determining competitiveness from inbound logistics to outbound logistics. PT X is the largest cement company in Indonesia with market share about 53% in 2019. The Company’s key strategy is supply chain optimization to achieve logistic and transportation cost efficiency and also prioritizing service level to meet customer needs. Outbound logistics optimization in PT X can be approached with the Integrated Transport-Inventory (ITI) model. ITI is a model that integrates transportation and inventory decisions. In addition, ITI can also determine inventory levels, production quantities and backorder decisions. The application of ITI to PT X case study is categorized as multiple to multiple supply chain configurations, transshipment, multi-period, multi-product, allowing for back orders, and deterministic demand. The results of simulations of ITI models can be used as a basis sales planning and production. In this research, the ITI model solved with simplex solver method on Lingo 18, which has features to improve computational processes of a large scale. The development of the ITI model in optimizing outbound logistics at PT X provides efficiency and efectiveness of distribution strategy to meet customer demand. Simulation results show that optimization of outbound logistics using the ITI model is able to save costs by 1.86% (worth 117 billion) compared to existing conditions.
