Abstract
Pusat Kota Lamongan memiliki aksesibilitas dan aktivitas yang tinggi, hal ini dikarenakan adanya berbagai bangunan penting didalamnya, namun pusat Kota Lamongan belum ditunjang dengan sarana prasarana dan kualitas lingkungan yang baik terutama pada bagian ruang luar pusat kota, hal ini dikarenakan adanya beberapa permasalahan terkait kelancaran sirkulasi, penempatan street furniture dan kurangnya pemanfaatan potensi lingkungan, terutama penggunaan energi dan pengelolahan limbah, pada dasarnya pemerintah telah bergerak dalam perbaikan kota dengan menandatangani kota yang bergerak menuju Smart City, hal tersebut sesuai dengan RPJPD Kota Lamongan, yang berfokus pada hal-hal baru dalam menyelesaikan permasalahan kota. Tujuan dari penelitian ini adalah menata dan mengoptimalkan kualitas elemen ruang luar pusat Kota Lamongan dengan menerapkan konsep Smart City. Jenis penelitian ini adalah deskriptif kualitatif dengan metode analysis, syntesis, appraisal dan decision, pengumpulan data dengan cara observasi, literatur dan wawancara, dengan teknik analisa Character Appraisal dalam mendapatkan kualitas ruang luar dengan dibantu teknik Triangulasi untuk mengurangi keabsahan data, sehingga menghasilkan karakter khusus penataan. Berdasarkan hasil analisis yang dilakukan, permasalahan yang ada terkait fungsional dan visual dari elemen infrastruktur dan lingkungan, sehingga berdampak pada menurunya kualitas ruang luar serta minat masyarakat untuk beraktivitas pada ruang luar pusat Kota Lamongan. Hasil penelitian ini adalah usulan penataan ruang luar dengan pendekatan konsep Smart Living dan Smart Environment. Smart Living pada ruang luar pusat Kota Lamongan berfokus pada pengoptimalan infrastruktur dalam menunjang kehidupan masyarakat serta peningkatan visual pusat kota, sedangkan Smart Environment berfokus pada penataan green belt, pemanfaatan energi dan pengelolahan limbah. Dalam penataan ruang luar pusat kota terdapat konsep makro dan mikro, konsep makro yakni dengan pengoptimalan fungsi ruang luar dalam menunjang bangunan-bangunan penting pada pusat kota, sedangkan konsep mikro pengoptimalan fungsi elemen-elemen pada ruang luar dalam menunjang aksesibilitas, aktivitas, kualitas lingkungan dan kualitas visual pusat Kota Lamongan.

Lamongan City center has high accessibility and activities, this is due to the existence of various essential buildings inside, but Lamongan City center is not yet supported with good infrastructure and environmental quality, especially in the open space of the city center, this is due to several problems related to smooth circulation, the placement of street furniture and the lack of utilization of environmental potential, especially the use of energy and waste management, basically the government has moved in improving the city by signing a city that is moving towards Smart City, this is in accordance with the Lamongan City RPJPD, which focuses on new things in solving of the city problems. The purpose of this research is to organize and optimize the quality of the open space element in the Lamongan City center by applying the Smart City concept. This type of research is a descriptive qualitative with analysis, synthesis, appraisal and decision method, data collection by observation, literature and interviews, with Character Appraisal analysis techniques in getting the quality of the open space with the help of Triangulation techniques to reduce the validity of the data, thus producing special characters arrangement. Based on the results of the analysis conducted, the existing problems related to functional and visual elements of infrastructure and the environment, so it has an impact on the declining quality of open space and community interest to doing activities on open space of Lamongan city center. The results of this study are proposed open space spatial planning using the Smart Living and Smart Environment approach. smart living in the open space of Lamongan City center focuses on optimizing infrastructure to support community life and enhancing the visual city center, while smart environment focuses on structuring green belts, utilizing energy and managing waste. In the arrangement of open space the city center there are macro and micro concepts, the macro concept that is by optimizing the function of the open space in supporting essential buildings in the city center, while the micro concept of optimizing the functions of elements in the open space in supporting accessibility, activities, environmental quality and visual quality center of Lamongan City.
