Abstract

Indonesia merupakan salah satu negara pengimport garam, dengan kondisi wilayah Indonesia sepertiga berupa laut, hal tersebut menjadi pekerjaan rumah Indonesia untuk memanjemen pemenuhan permintaan garam. Pola distribusi garam saat ini perlu ditinjau ulang. Pada kenyataannya produksi dari garam petani cukup melimpah tetapi belum terserap oleh perusahaan. Selain itu untuk garam konsumsi terjadi disparitas harga yang cukup tinggi antara daerah produsen dan daerah konsumen. Oleh sebab itu pada penelitian ini dilakukan analisis pada dua kondisi yaitu dari hulu sampai hilir. Dimana wilayah hulu yakni dari daerah produsen garam di Madura yakni Kabupaten Bangkalan, Sampang, Pamekasan dan Kabupaten Sumenep ke Pabrik Pengolahan Garam (PPG) menggunakan moda Truk Engkel 9 Ton, Truk Engkel 16 Ton, Kapal General Cargo 159 GT dan wilayah hilir dari PPG ke wilayah konsumen akhir di Jakarta dengan moda Truk Engkel 9 Ton, Truk Engkel 16 Ton, Truk Wing Box 30 Ton, Truk Petikemas 20 feet, Kapal Petikemas, serta Denpasar dengan pilihan moda Truk Engkel 9 Ton, Truk Engkel 16 Ton, Truk Wing Box 30 Ton, Kapal General Cargo 54 GT, Kapal Petikemas. Dengan menggunakan optimasi perhitungan biaya dari beberapa moda transportasi yang dipakai dan kemudian dibandingkan dua kondisi yakni kondisi eksisting dan model maka didapatkan penghematan biaya pengiriman per tahun untuk masing – masing PPG yakni dari PPG Gresik menghemat sebanyak 26,57% atau sebesar 7,9 Milyar setiap tahun. Sedangkan PPG Surabaya dapat menghemat sebanyak 24,33% atau sebesar 7,8 Milyar per tahun dan PPG Sidoarjo menghemat sebanyak 17,20% atau sebesar 10,2 Milyar per tahun. Dengan menggunakan model, harga garam di konsumen di Jakarta dapat turun sebesar 12% dan pada wilayah konsumen Denpasar turun sebesar 8%

Indonesia is one of importing salt country, with the biggest Indonesia teritory is sea, it becomes a chore for Indonesian government to manage the fulfillment demand of salt. The pattern distribution of salt at this time need to be reviewed. In fact, the production of salt farmers is quite abundant but it has not been absorbed by the company. For consumption salt there are high price disparity between the producers and consumers. Therefore, the research analyzed on two condition, it is from upstream to downstream. The upstream teritory of the salt producing areas in Madura is Bangkalan, Sampang, Pamekasan also Sumenep and sent to Pabrik Pengolah Garam (PPG) with a few transportation mode like Engkel Truck 9 Ton, Engkel Truck 16 Ton and General Cargo Ship 159 GT. The downstream teritory is PPG to the final consumer area in Jakarta with Engkel Truck 9 Ton, Engkel Truck 16 Ton, Wing Box Truck 30 Ton, Container Truck 20 feet, Container Ship, and Denpasar with transportation mode Engkel Truck 9 Ton, Engkel Truck 16 Ton, Wing Box Truck 30 Ton, General Cargo Ship 54 GT and Container Ship. By using optimization with a calculated cost of used some type transportation mode and then compared the two conditions, it is the existing conditions and the model to get the total cost savings every year for each of PPG . Gresik PPG can saving about 26,57% or 7,9 billion rupiah every year. While Surabaya PPG can make saving about 24,33% or 7,8 billion rupiah every year and Sidoarjo PPG can able to save about 17,20% or 10,2 billion rupiah every year. By using the model, the price of salt at the consumer in Jakarta can be decreased about 12% and in Denpasar consumer region decrease about 8%.
