Abstract

Salah satu indikator kawasan permukiman kumuh adalah akses jalan lingkungan, dimana dapat dibangun melalui kegiatan berbasis masyarakat. Salah satu program penanganan kumuh berbasis masyarakat adalah KOTAKU, yang bertujuan membangun infrastruktur yang berkelanjutan. Kota Malang merupakan salah satu lokasi KOTAKU, dimana belum semua kondisi aset jalan lingkungan berkelanjutan baik, karena dipengaruhi oleh faktor pengelolaan, dan karakteristik masyarakat. Penelitian ini bertujuan untuk menyusun strategi pengelolaan jalan lingkungan berdasarkan hubungan faktor penentu keberhasilan dan karakteristik masyarakat, agar jalan lingkungan berkelanjutan baik. Metode yang digunakan dalam penelitian ini adalah analisis deskriptif untuk identifikasi kondisi jalan eksisting, Confirmatory Factor Analysis (CFA) dan regresi untuk identifikasi hubungan faktor penentu keberhasilan terhadap kondisi jalan, serta tabulasi silang untuk analisis hubungan karakteristik masyarakat terhadap faktor penentu keberhasilan serta analisis deskriptif untuk menyusun strategi berdasarkan karakteristik masyarakat dan faktor penentu keberhasilan. Hasil penelitian menunjukkan dari 10 Kelurahan terdapat 8 Kelurahan berkondisi baik dengan range nilai 12,01 - 18,00 dan 2 Kelurahan berkondisi cukup dengan range nilai 6,01 - 12,00, yaitu Tanjungrejo dan Oro Oro Dowo. Terdapat 5 faktor penentu keberhasilan dari 10 faktor pengelolaan jalan lingkungan hasil CFA dan regresi yang memiliki hubungan terhadap kondisi jalan. Hasil dari tabulasi silang menunjukkan 7 dari 8 karakteristik masyarakat memiliki hubungan terhadap faktor penentu keberhasilan. Berdasarkan hasil analisis dua hubungan tersebut dihasilkan model rumusan strategi peningkatan pengelolaan jalan lingkungan berdasarkan karakteristik masyarakat dan nilai faktor. Strategi bagi 2 Kelurahan di Kota Malang yang memiliki nilai kondisi jalan cukup, yaitu mempertahankan nilai faktor baik dengan range nilai 5 - 6, dan mengembangkan nilai faktor cukup dengan range nilai 3 - 4, sesuai karakteristik masyarakat di masing-masing Kelurahan.

One of the indicators of slum areas is settlement road access, which can be built through community-based activities. One of the community-based slum improvement programs is KOTAKU which aims to build sustainable infrastructure. Malang City is one of the locations of KOTAKU, where not all the conditions of the built settlement road assets are sustainable. Because it's influenced by management factors and community characteristics. This study aims to develop the strategy of road settlement management based on critical success factors and community characteristics so that the settlement road is sustainable. The method used in this research i.e. descriptive analysis to identify existing road conditions, Confirmatory Factor Analysis (CFA) and regression to identify the relationship between the critical success factors to road conditions; cross-tabulation to analyze the relationship between community characteristics and success factors; and descriptive analysis to develop strategies based on community characteristics and success factors. The results showed that out of 10 Kelurahan there were 8 Kelurahan with good condition with a range 12,01 - 18,00, and 2 Kelurahan with sufficient condition with a range of 6,01 - 12,00, i.e. Tanjungrejo and Oro Oro Dowo. There are 5 critical success factors out of 10 factors of settlement road management from CFA and regression that has a relationship to road conditions. The results of the cross-tabulation showed 7 out of 8 community characteristics have a relationship to the critical success factors. Based on the results of the two relationships, a model formulation of strategies to improve community-based settlement road management is based on community characteristics and factor values. Strategies in 2 Kelurahan in Malang which have sufficient road condition values, namely by maintaining good factor values with a range 5 - 6 and developing sufficient factor values with a range 3 - 4, according to the community characteristics in each Kelurahan.
