Abstract
Jalan dan Rumijanya tidak hanya berfungsi sebagai sarana trasportasi melainkan dapat dimanfaatkan untuk kepentingan lain. Pemanfaatan ruang milik jalan memerlukan perizinan dari penyelenggara jalan. Namun kenyataannya pemanfaatan Rumija di Provinsi Jawa Timur banyak yang tidak mempunyai izin dari BBPJN VIII. Pada studi ini dilakukan analisis untuk mengidentifikasi masalah yang dihadapi BBPJN VIII sehingga dapat memberikan solusi guna mendukung kelancaran perizinan pemanfaatan bagian-bagian jalan. Pada Penelitian ini akan dilakukan pengumpulan data primer dan sekunder terkait perizinan pemanfaatan Rumija guna mengidentifikasi permasalahan-permasalahan yang dihadapi BBPJN VIII sebagai pengelola perizinan. Data yang diperoleh kemudian dihitung nilai frekuensi dan rata-rata dari data tersebut untuk membandingkan tiap obyek perizinan. Penelitian ini menghasilkan empat kesimpulan pokok. Pertama bentuk pemanfaatan Rumija yang paling banyak adalah akses jalan keluar masuk sebesar 38.6%, untuk utilitas adalah sebesar 37.1% dan untuk iklan dan media informasi sebesar 24.2%. Kedua prosedur pemberian izin pemanfaatan Rumija mempunyai SOP dengan lama waktu pemrosesan 8HK namun pada pelaksanaannya SOP masih melebihi dari lama hari yang ditentukan yaitu sampai dengan 78HK. Ketiga kesesuaian realisasi pemanfaatan Rumija di BBPJN VIII dengan peraturan yang berlaku, responden pegawai PPK menyatakan masih ada yang belum sesuai antara peraturan dengan kenyataan di lapangan dengan nilai rerata hasil kuesioner pada tahap administrasi 2.94, tahap pelaksanaan pemasangan 3.01 dan tahap pengawasan 2.54. Keempat hambatan dan solusi dalam pemanfaatan Rumija di BBPJN VIII, hambatan yang ditemui pada tahap administrasi pendaftaran adalah pengumpulan kelengkapan dokumen administrasi oleh pemohon tidak dalam sekali waktu. Pada tahap pemasangan obyek adalah tidak adanya jaminan pelaksanaan selama pelaksanaan pengembalian kondisi, kurangnya integritas perusahaan dalam memenuhi teknis persyaratan dan kondisi jalan (bekas galian atau pembangunan) tidak dikembalikan ke kondisi semula sesuai spesifikasi konstruksi semula. Sedangkan pada tahap pengawasan khususnya pada iklan dan media informasi, banyak pemanfaatan yang tidak berizin dan untuk utilitas dan jalan keluar masuk adalah banyaknya bangunan yang sudah habis masa izin tapi tidak segera melakukan perpanjangan.

The road and its road space (RUMIJA) function as a means of transportation and other purposes. Utilization of road space requires permission from the road operator. But in many cases the use of RUMIJA in East Java Province roads doesnt have permission from BBPJN VIII. In this study an analysis was carried out to identify the problems faced by BBPJN VIII and provide solutions to support the licensing process for the utilization permit of parts of the road. In this research primary and secondary data related to licensing process were collected to identify problems faced by BBPJN VIII as a licensing manager. Then the data obtained is calculated to know the frequency value and the average value of the data to compare each object. This research produced four main conclusions. The first is the most common form of RUMIJA utilization is for access road in and out is 38.6%, for utilities is 37.1% and for advertising and information media is 24.2%. The second is procedures for granting permits for RUMIJA utilization have SOPs with a processing time of 8 workday but in the implementation the SOP still exceeds the specified time up to 78 workday. The third is the level of compliance of RUMIJA utilization in BBPJN VIII with regulations, PPK employee respondents stated that there is a discrepancy between regulations and implementation in reality with the average value from the questionnaire results at 2.94 in the administration stage, 3.01 in the installation stage, and 2.54 in the supervision stage. The fourth is obstacles and solutions in the use of RUMIJA at BBPJN VIII, the obstacles encountered at the administrative stage of registration were the completion of administrative documents by the applicant was done not at the same time. At the object installation stage there is no performance bond during the process of returning the road conditions, the lack of integrity from the company in meeting the technical requirements and conditions of the road where the former quarry or construction was not returned to its original condition according to the construction specifications. While at the supervision stage, especially in advertising and information media, there are many unlicensed uses. For utilities and access road in and out there are many buildings whose permits have expired but not extended immediately.
