Abstract
Perencanaan pembangunan Ibu Kota Negara (IKN) baru di Kalimantan Timur mengakibatkan terjadinya permintaan kebutuhan pembangunan dalam jumlah yang besar dari berbagai daerah di Indonesia menuju ke wilayah pembangunan IKN baru. Hal ini dikarenakan tidak tersedianya kebutuhan pembangunan khususnya material dan alat berat di Pulau Kalimantan, sehingga untuk mengirimkan semua kebutuhan pembangunan IKN baru dari berbagai daerah asal menuju lokasi pembangunan dengan melewati perairan (laut) dibutuhkan sebuah armada transportasi laut. Tugas akhir ini bertujuan untuk merencanakan penentuan armada pengangkutan material dan alat berat yang paling optimal dengan 2 (dua) opsi: (1) penyewaan kapal, (2) pembangunan kapal baru, serta memilih alternatif pengangkutan lanjutan dari pelabuhan tujuan menuju ke lokasi pembangunan IKN baru dengan 2 opsi: (1) truk sebagai trasportasi darat, (2) kapal kecil sebagai transportasi laut. Metode yang digunakan dalam penentuan armada transportasi pengiriman material dan alat berat ini adalah optimasi non-linear programming dengan bantuan tool aplikasi solver yang terdapat pada Microsoft Exel untuk mencari alternatif yang menghasilkan unit cost paling murah. Hasil analisis diperoleh bahwa kebutuhan material dan alat berat IKN baru dengan total permintaan selama 9 (sembilan) tahun yaitu 74.607.993 ton, maka armada transportasi laut untuk mengirimkan kebutuhan dari daerah asal menuju pelabuhan tujuan menggunakan 1 unit kapal landing craft tank (LCT) dengan unit biaya Rp. 530.012 per ton untuk mengangkut kebutuhan alat berat, 9 unit kapal general cargo (GC) untuk mengangkut semen dengan unit biaya Rp. 151.639 per ton, 7 unit kapal General Cargo (GC) untuk mengangkut beton dengan unit biaya Rp. 128.521 per ton, 1 unit kapal General Cargo (GC) rute 5 untuk mengangkut baja dengan unit biaya Rp 169.779 per ton, dan terakhir 1 unit tanker dengan unit biaya Rp. 133.914 per ton. Pengiriman lanjutan dari pelabuhan tujuan menuju lokasi pembangunan IKN baru menggunakan 317 unit truk dengan unit biaya Rp. 20.901 per ton.

The Nation’s New Capital City planning development in East Kalimantan effects the demand of development in a large scale from all around Indonesia to the new area in East Kalimantan. This happens because materials and heavy duty equipment in Kalimantan is not available, so this development needs to deliver all of the material and heavy duty equipment needed from all around Indonesia to Kalimantan via marine transport. This final project aims to plan the fleet needed to transport the materials and heavy duty equipment with the most optimum alternative. There are 2 (two) alternative for the seaborne alternative: (1) ship hiring, (2) new ship building, and also there are 2 (two) alternative to transport the materials and heavy duty equipment from the designated port to the New Capital City development site: (1) Truck as land transport, (2) Small vessel as water transport. Optimation method is used to decide the transportation fleet, by getting the cheapest alternative of unit cost. Analytical result shows that the materials and heavy duty equipment needed for the New Capital City development in 9 (nine) years of development is 74.607.993 ton, therefor 1 (one) unit of landing craft tank (LCT) with the unit cost of Rp. 530.012 per ton, 9 (nine) units of general cargo (GC) vessel to transport cement with the unit cost of Rp. 151.639 per ton, , 7 (seven) units of general cargo (GC) vessel to transport concrete with the unit cost of Rp. 128.521 per ton, 1 (one) unit of general cargo (GC) vessel to transport steel with the unit cost of Rp. 169.779 per ton and 1 (one) unit of tanker vessel with the unit cost of Rp. 133.914 per ton is needed to fulfill the marine transportation fleet. The shipment from the designated port to the development site uses 317 (three hundred and fourteen) units of trucks with the unit cost of Rp. 20.901 per ton.
