Abstract

Adanya upaya peningkatan keselamatan kerja pada bidang konstruksi tetap diperlukan, terutama pada proyek pembangunan gedung. Berbagai upaya dilakukan dalam menegakkan penerapan K3 di lingkungan kerja proyek, seperti dengan aturan yang berlaku maupun tindakan preventif. Upaya yang diterapkan dari dulu seperti pada konsep Safety I, yang dimana fokus kepada menghindari kegagalan dan mengevaluasi ketika terjadi kecelakaan kerja. Dikarenakan masih terjadinya kecelakaan kerja yang terus berulang, hal tersebut menjadi kurang relavan untuk memaksimalkan keselamatan kerja. Dengan adanya konsep Safety II yang fokus pada cara ‘memastikan keberhasilan’ atau ‘kemampuan mencapai keberhasilan’ agar memaksimalkan keselamatan dibutuhkan kombinasi antar keduanya dengan melihat secara socio-technical system. Dan menggunakan pendekatan Resilience Engineering dimana dapat mengelola variabilitas kinerja sistem. Teknik penggabungan metode FRAM (The Functional Resonance Analysis Method Modelling) dan AHP (Analitycal Hierarchy Process) dapat diterapkan untuk menilai dan mengukur variabilitas kinerja, bukan fokus kepada kegagalan, dan memberikan rekomendasi baru secara tepat. Berdasarkan penelitian yang telah dilakukan, pada FRAM terlihat keterkaitan antar fungsi dengan masing-masing variabilitasnya yang mempengaruhi keselamatan lingkungan kerja. Dengan pendekatan Safety-II dalam meminimalisir variabilitas yang terindikasi, terungkap adanya penerapan-penerapan safety dengan resilience dan rekomendasi kerangka kerja.

Efforts to improve work safety in the construction sector are still needed,
especially in building construction projects. Various efforts have been made to
enforce the application of K3 in the project work environment, such as with
applicable regulations and preventive actions. The efforts that have been
implemented from the past are similar to the concept of Safety I, which focuses on
avoiding failure and evaluating when accidents occur. Due to the occurrence of
work accidents that keep on repeating, it becomes less relevant to maximize work
safety. With the Safety II concept which focuses on how to 'ensure success' or 'the
ability to achieve success' in order to maximize safety, a combination of the two is
needed by looking at a socio-technical system that uses a Resilience Engineering
approach which can manage the variability of system performance. The technique
of combining the FRAM (The Functional Resonance Analysis Method Modeling)
and AHP (Analitycal Hierarchy Process) methods can be applied to assess and
measure performance variability, not focusing on failure, and provide new
recommendations appropriately regarding work processes that must function to
minimize losses and accidents. Based on the research that has been done, the FRAM
shows the relationship between functions and their respective variability that affects
the safety of the work environment. The existence of the Safety-II approach reveals
that there are safety practices that can be improved and updated to minimize
variability by increasing the resilience of each worker.
