Abstract
Suatu lahan yang berlokasi di Jl. Raya Menganti No.88, Surabaya merupakan properti komersial berupa lapangan futsal yang memiliki luas area 7.595 m2. Dari observasi dilihat lahan tersebut dapat dimaksimalkan dengan properti lain yang mampu memberikan nilai lahan yang lebih tinggi. Diketahui pada daerah tersebut mulai tumbuh berbagai properti seperti ruko, apartemen dan bangunan mix-use, juga lokasi lahan yang dekat dengan bangunan residensial, instansi pendidikan dan aksesibilitas yang mudah membuat peneiliti tertarik untuk melakukan analisa lebih lanjut dan mendalam pada lahan tersebut. Untuk itu dilakukan analisa Highest and Best Use (HBU) pada lahan komersial di Jl. Raya Menganti No.88, Surabaya agar didapatkan alternatif bangunan yang mampu meningkatkan nilai lahan di lahan tersebut.
Metode Highest and Best Use (HBU) ini meliputi aspek legal, aspek fisik, aspek finansial, dan produktivitas maksimum. Aspek legal meliputi zoning dan building codes, aspek fisik menganalisis ukuran, bentuk tanah, utilitas, aksesibilitas, dan desain awal alternatif; aspek finansial menganalisis biaya investasi, pendapatan properti, pengeluaran operasional properti dan Net Present Value (NPV); dan produktivitas maksimum untuk menentukan alternatif properti yang memberikan nilai lahan tertinggi.
Dari hasil penelitian yang telah dilakukan didapat tiga alternatif bangunan, yaitu alternatif bangunan apartemen, pertokoan, dan mix-use apartmen dan pusat perbelanjaan. Didapat bangunan pertokoan sebagai alternatif bangunan yang mampu meningkatkan nilai lahan sebesar Rp. 1.047.951. Untuk alternatif apartemen dan mix-use dikatakan tidak layak secara finansial karena menghasilkan NPV negatif. Sehingga didapatkan alternatif pertokoan yang mampu meningkatkan nilai lahan sebesar 14%.

Land located on Jl. Raya Menganti No.88, Surabaya is a commercial property in the form of a futsal field that has an area of 7,595 m2. From the observations, the land could be maximized with other properties that able to provide a higher land value. The area began to grow various properties such as shophouses, apartments, and mix-use buildings, as well as the location of land close to residential buildings, educational institutions, and easy accessibility that made researchers interested in conducting a further and in-depth analysis of the land. For this reason, the Highest and Best Use (HBU) analysis was carried out on commercial land on Jl. Raya Menganti No.88, Surabaya to obtain alternative buildings that can increase the value of the land on the land.
The Highest and Best Use (HBU) method covers legal aspects, physical aspects, financial aspects, and maximum productivity. Legal aspects include zoning and building codes, physical aspects of analyzing land size and shape, utility, accessibility, and alternative initial designs; the financial aspect analyzes investment costs, property income, property operating expenses, and Net Present Value (NPV); and maximum productivity to determine the alternative property that gives the highest land value.
There are three alternative buildings, namely alternative apartment buildings, shops, and mix-use apartments and shopping centers. The shopping buildings can increase the value of the land by IDR. 1.047.951. For alternative apartments and mix-use were financially unfeasible because it produces a negative NPV. The Shopping Building is the best alternative by giving value of the land 14% higher.
