Abstract
Bahaya kebakaran merupakan situasi berbahaya yang dapat mengancam kehidupan, harta benda, maupun struktur bangunan. Ramainya pengunjung serta adanya perbedaan fungsi bangunan, latar belakang pengunjung, dan motivasi pengunjung pada bangunan gedung pusat perbelanjaan menimbulkan risiko kebakaran yang lebih besar. Beberapa kejadian kebakaran pada bangunan gedung pusat perbelanjaan di Kota Surabaya memberikan gambaran bagaimana keselamatan terhadap kebakaran saat ini. Jaminan keselamatan pusat perbelanjaan seharusnya menjadi prioritas utama sejak tahap perencanaan hingga tahapan operasionalnya. Telah ada regulasi kebakaran di Indonesia. Namun regulasi ini mengadopsi standard dan kode NFPA, sehingga memungkinkan adanya ketidaksesuaian dengan kondisi lokal.
Penelitian ini bertujuan untuk mengidentifikasi persepsi antara tiga kategori responden utama yang merupakan pihak terkait mengenai penerapan regulasi keselamatan kebakaran yang berlaku di Indonesia terhadap bangunan gedung pusat perbelanjaan yang ada di Kota Surabaya. Penelitian ini diawali dengan mengidentifikasi variabel pada studi literatur. Kemudian uji pilot dan survei pendahuluan diterapkan sebagai langkah awal untuk memastikan bahwa kuesioner benar-benar dipahami dan telah relevan. Data hasil survei kemudian dianalisis dengan menggunakan analisis awal, analisis deskriptif, analisis ANOVA, dan analisis faktor. Hasil penelitian didapatkan perbedaan persepsi diantara pemerintah dan masyarakat, serta didapatkan hasil empat faktor baru keselamatan terhadap kebakaran pada bangunan gedung pusat perbelanjaan di Kota Surabaya berdasarkan persepsi responden.

Fire is a dangerous situation that can threaten life, property, or building structures. The number of visitors, different functions of the building, different background of visitors, and different visitor’s motivation of shopping center building pose a greater risk of fire. Several fire incidents in shopping center building in Surabaya illustrate how fire safety is currently being carried out. Shopping center safety assurance should be a top priority from the planning stage to the operational stage. There are already fire regulations in Indonesia. However, this regulation adopts NFPA standards and codes, thus allowing for incompatibility with local conditions.
This study aims to identify perceptions between the three main categories of respondents who are related parties regarding the application of fire safety regulations that apply in Indonesia to shopping center buildings in the city of Surabaya. This research begins by identifying the variables in the literature study. Then a pilot test and a preliminary survey were implemented as a first step to ensure that the questionnaire was fully understood and relevant. The survey data were then analyzed using preliminary analysis, descriptive analysis, ANOVA analysis, and factor analysis. The results of the study showed that there were differences in perceptions between the government and the community, and the results of four new factors of fire safety in shopping center buildings in the city of Surabaya were based on respondents' perceptions.
