Abstract

Faktor penting yang sangat berpengaruh dalam suatu proyek pembangunan konstruksi adalah biaya dan waktu. Hal tersebut saling berkaitan sehingga apabila terjadi keterlambatan maka akan berdampak pada pembengkakan biaya. Namun, hal tersebut biasa terjadi dalam pelaksanaan suatu proyek konstruksi karena tidak selamanya berjalan sesuai waktu yang telah direncanakan. Pada proyek pembangunan Jalan Tol Bekasi-Cawang-Kampung Melayu (Becakayu) Seksi 2A Ujung yang terletak di Kota Bekasi, Jawa Barat mengalami keterlambatan pada pelaksanaannya sehingga butuh dilakukan penjadwalan ulang untuk menangani masalah tersebut. Proyek ini terdiri dari beberapa lingkup pekerjaan, diantaranya pembangunan Jembatan Arteri, overpass, main road (on ramp dan off ramp). Proyek ini dikerjakan oleh PT. Waskita Karya (Persero) Tbk. dengan nilai kontrak sebesar Rp 850.228.100.000,00 dan waktu rencana pelaksanaan selama 210 hari kalender. Tugas Akhir ini dilakukan untuk mengetahui percepatan waktu akibat proyek yang mengalami keterlambatan dengan menggunakan metode Time Cost Trade Off (TCTO). Terdapat beberapa alternatif yang dapat digunakan dengan metode tersebut, diantaranya penambahan jam kerja, penambahan jumlah tenaga kerja, serta penambahan shift kerja. Berdasarkan hasil analisis yang dilakukan nantinya akan dipilih alternatif yang sesuai dengan kondisi pekerjaan di lapangan. Berdasarkan hasil analisis dengan skenario penambahan shift kerja, durasi percepatan proyek ini menjadi 210 hari kerja dengan biaya total yang dibutuhkan yaitu sebesar Rp 258.614.090.129,02 dimana durasi awal pekerjaan sisa proyek ini yaitu 252 hari dengan biaya total normal sebesar Rp 256.925.105.180,24. Artinya proyek ini mengalami percepatan selama 42 hari dengan selisih biaya yang harus dikeluarkan sebesar Rp 1.688.984.948,78.

An important factor that is very influential in a construction construction project is cost and time. This is interrelated so that if there is a delay, it will have an impact on cost overruns. However, this is common in the implementation of a construction project because it does not always run according to the planned time. In the Bekasi-Cawang-Kampung Melayu (Becakayu) Section 2A Ujung Toll Road construction project located in Bekasi City, West Java, there are delays in its implementation so that scheduling is needed to be carried out reset to deal with the issue. This project consists of several scopes of work, including the construction of arterial bridges, overpasses, main roads (on ramp and off ramp). This project is carried out by PT. Waskita Karya (Persero) Tbk. with a contract value of RP 850,228,100,000.00 and an implementation plan time of 210 calendar days. This Final Project is carried out to determine the acceleration of time due to projects that experience delays using the Time Cost Trade Off (TCTO) method. There are several alternatives that can be used with this method, including increasing working hours, increasing the number of workers, and adding work shift. Based on the results of the analysis carried out, alternatives will be selected that are in accordance with the conditions of work in the field. Based on the results of the analysis with the scenario of adding work shifts, the duration of accelerating this project becomes 210 working days with the total cost required which is IDR 258.614.090.129,02 where the initial duration of the remaining work of this project is 252 days with a normal total cost of IDR 256.925.105.180,24. This means that this project has accelerated for 42 days with a difference in costs that must be incurred of RP 1.688.984.948,78.
