Abstract

Penyalur Bahan Bakar Minyak Merupakan Salah Satu Fasilitas Yang Keberadaannya Sangat Vital Bagi Masyarakat Saat Ini. Hal Ini Dikarenakan Bahan Bakar Minyak Merupakan Salah Satu Bagian Dari Kebutuhan Pokok Masyarakat Yang Memiliki Peran Penting Dalam Menunjang Aktivitas Kehidupan Dan Kegiatan Ekonomi. Provinsi Papua Yang Terletak Di BagianTimur Indonesia Memiliki Kondisi Geografi Yang Kompleks Serta Kondisi Sarana Prasarana Infrastruktur Transportasi Yang Terbatas, Sehingga Berakibat Pada Proses Distribusi Penyaluran Bahan Bakar Minyak Kepada Masyarakat Menjadi Tidak Maksimal. Berkembangnya Infrastruktur Di Beberapa Wilayah Papua Diikuti Juga Dengan Meningkatnya Jumlah Pengguna Kendaraan Bermotor. Dengan Meningkatnya Jumlah Kendaraan Bermotor, Kebutuhan Akan Bahan Bakar Minyak Juga Ikut Meningkat. Penempatan Penyalur BBM Seyogyanya Berada Pada Lokasi Yang Optimal Dan Tepat Sasaran Agar Dapat Menjangkau Dan Memenuhi Kebutuhan Masyarakat Akan Bahan Bakar Minyak Dengan Biaya Yang Seminimal Mungkin. Penelitian Ini Dilakukan Untuk Mengetahui Lokasi Terbaik Yang Akan Digunakan Sebagai Pertimbangan Dalam Pendirian Penyalur BBM. Lokasi Yang Dapat Direkomendasikan Mempertimbangkan Tutupan Lahan, Ruas Jalan Dan Kriteria Pembobotan Menggunakan Spatial Multi Criteria Decision Analysis Dengan Metode Weighted Overlay. Analisis Dilakukan Dengan Menggunakan Perangkat Lunak Arcgis Dan Pembobotan Masing-Masing Kriteria/Layer Menggunakan Metode Analytical Hierarchy Process (AHP) Dengan Kriteria Kedekatan Jarak Antar Penyalur BBM, Kedekatan Dengan Supply Point, Kedekatan Dengan Ruas Jalan Utama, Kedekatan Dengan Kegiatan Ekonomi Dan Kondisi Topografi. Hasil Dari Penelitian Ini Menunjukkan Bahwa Terdapat 3 Dari 29 Kabupaten/Kota Di Provinsi Papua Yang Membutuhkan Lembaga Penyalur BBM Baru Dimana Terdapat 17 Alternatif Lokasi Di Kota Jayapura, 31 Alternatif Lokasi Di Kabupaten Jayapura, Dan 28 Alternatif Lokasi Di Kabupaten Mimika.

Fuel oil distributors are one of the facilities whose existence is very vital in today’s society. This is because fuel oil is one part of the basic needs of society that has an important role in supporting life activities and economic activities. Papua Province, which is located in the eastern part of Indonesia, has complex geographical conditions and limited transportation infrastructure facilities, which results in the distribution process of fuel oil distribution to the community not being optimal. The development of infrastructure in several regions of Papua is also followed by an increase in the number of motorized vehicle users. As the number of motorized vehicles increases, so does the demand for fuel oil. The placement of fuel distributors should be in an optimal and targeted location in order to reach and fulfill the needs of the community for fuel oil at the minimum possible cost. This study was conducted to determine the best location that will be used as a consideration in the establishment of fuel distributors. The locations that can be recommended consider land cover, road sections and weighting criteria using Spatial Multi Criteria Decision Analysis with the Weighted Overlay method. The analysis was carried out using ArcGIS software and the weighting of each criterion/layer using the Analytical Hierarchy Process (AHP) method with the criteria of proximity distance between fuel distributors, proximity to supply points, proximity to main roads, proximity to economic activities and topographic conditions. The results of this study show that there are 3 out of 29 districts/cities in Papua Province that need new fuel distribution agencies where there are 17 alternative locations in Jayapura City, 31 alternative locations in Jayapura District, and 28 alternative locations in Mimika District.
