Abstract

Kota Surabaya dengan predikat Surabaya Smart City tercermin dari pelaksanaan tatanan pemerintahannya. Perizinan sebagai salah satu bentuk gerbang perkembangan kota tidak luput dari pemanfaatan teknologi. Izin Mendirikan Bangunan (IMB) merupakan salah satu bentuk perizinan yang berfungsi sebagai alat untuk mengatur tatanan kota menjadi lebih teratur dan bentuk kepastian hukum bagi masyarakat. Pelayanan Izin Mendirikan Bangunan (IMB) di Kota Surabaya dilakukan dengan mengakses sistem Surabaya Single Window sehingga lebih transparan dan terintegrasi antar Satuan Kerja Perangkat Daerah. Didukung dengan masyarakat yang sadar akan pentingnya Teknologi Informasi dan Komunikasi (TIK) yang tergabung pada Kelompok Informasi Masyarakat (KIM) dan petugas yang terlatih, tidak menjadikan seluruh bangunan di Kota Surabaya memiliki Izin Mendirikan Bangunan. Penelitian ini dilakukan dengan mengidentifikasikan pelayanan Izin Mendirikan Bangunan (IMB) menurut sistem, mengeksplorasi potensi dan permasalahan serta penilaian pelayanan Izin Mendirikan Bangunan dengan batasan proses dilakukan melalui Unit Pelayanan Terpadu Satu Atap (UPTSA) di Kota Surabaya. Potensi dan Permasalahan Pelayanan Izin Mendirikan Bangunan menggunakan analisis deskriptif kualitatif terhadap sample pemohon Izin Mendirikan Bangunan, serta analisis isi terhadap Unit Pelayanan Terpadu Satu Atap dan Dinas Cipta Karya dan Tata Ruang (DCKTR) Kota Surabaya. Sedangkan proses penilaian pelayanan Izin Mendirikan Bangunan didapatkan dari hasil analisis kepuasan masyarakat dengan teknik skoring. Penelitian ini menghasilkan temuan bahwa pelayanan Izin Mendirikan Bangunan sangat memuaskan berdasarkan peraturan di Kota Surabaya, dengan potensi berupa Fasilitas yang memadahi, Transparan, Petugas Cepat Tanggap, Petugas ramah, Adanya Notifikasi Pemberitahuan, Proses Cepat dan Berada di Satu Tempat. Meskipun demikian, masyarakat Kota Surabaya masih belum sepenuhnya memahami pelaksanaan Izin Mendirikan Bangunan di Kota Surabaya khususnya terkait detail klausul persyaratan, dan tahapan pelaksanaan serta adanya sistem yang eror dalam tahap pengunggahan data. ================================================================================================ Surabaya City is as a predicate of Surabaya Smart City that can be seen from the implementation of its governance structure which involved the role of Information and Communications Technology (ICT). A Permits is one of a rule for development city that using of technology. Izin Mendirikan Bangunan / Building Permits is one of the permits that functions as a tool to regulate the city in order to be more organized and a form of legal certainty for the community. In fact, the implementation of Building Permits in Surabaya City was carried out by accessing of Surabaya Single Window system so that it was more transparent and integrated between the Regional Work Units, and it is supported by the community who were aware of the importance of Information and Communications Technology (ICT) in Kelompok Informasi Masyarakat (KIM) and trained staffs, the system does not make all buildings in Surabaya City have Building Permits. This research was carried out by identifying service activities according to the system, exploring the potencies and problems that were applied during the implementation of Building Permits with process of restrictions that carried out through Unit Pelayanan Terpadu Satu Atap (UPTSA) in Surabaya City. The potencies and problems for Permits Building were based on qualitative descriptive analysis that are conducted with questionnaires on samples of Building Permits applicant respondents in Surabaya City and the process of clarification to Dinas Cipta Karya dan Tata Ruang and Unit Pelayanan Terpadu Satu Atap as the responsible people by conetent analysis. Meanwhile, the process of evaluating Building Permits were based on the results of public satisfaction analysis by scoring techniques. This research resulted in the finding that Building Permits in Surabaya was very satisfactory based on the regulations in the City of Surabaya, with the potential of adequate facilities, Transparent, Quick Response Officers, Friendly Officers, Notification, Fast Processes and in One Place. Even so, the people of Surabaya City still did not fully understand the implement of Building Permits in Surabaya City specifically related to the details of the clauses of requirement; the stages of implementation and also the existence of an error system in the data upload stages.
