Abstract

UMKM memiliki peranan penting dan strategis bagi perkembangan ekonomi di Indonesia. Salah satu sektor UMKM, yaitu pakaian menyumbang rata-rata kontribusi GDP sebesar 7% per tahun. Pertumbuhan UMKM di Provinsi Bali per Pebruari pada tahun 2018 adalah sebesar 4%. Beberapa UMKM di Indonesia memanfaatkan TI dengan meng-implementasikan e-commerce untuk dapat meningkatkan kinerja UMKM dan meningkatkan keunggulan kompetitifnya. Permasalahan penelitian ini adalah sejumlah UMKM mengalami kegagalan pada saat mengimplementasikan e-commerce karena kurang menyadari adanya keuntungan jika menggunakan e-commerce. Rendahnya penerapan e-commerce di Indonesia terutama disebabkan karena ketidakmampuan UMKM dalam menyelaraskan bisnis dan memanfaatkan TI. Tujuan dari penelitian tugas akhir ini adalah untuk mengembangkan model socio-technical system yang digunakan untuk mengidentifikasi keberhasilan implementasi e-commerce, mengidentifikasi BPOMM, kesiapan TI, karakteristik pemilik dan faktor eksternal UMKM yang berpengaruh terhadap implementasi e-commerce, dan menganalisis pengaruh perspektif socio-technical system dan model adopsi e-commerce terhadap laba bersih UMKM. Model socio-technical system yang dikembangkan dalam penelitian ini dilakukan dengan mengidentifikasi perspektif socio-technical system yang terdiri dari people, structure, task, physical system, dan complex environment berdasarkan BPOMM, kesiapan TI, karakteristik pemilik UMKM, dan faktor eksternal UMKM. Selanjutnya dilakukan analisis berdasarkan perspektif socio-technical system dari penilaian BPOMM dan penilaian kesiapan TI serta karakteristik pemilik dan faktor eksternal UMKM. Hasil analisis kemudian digunakan untuk menganalisis level keberhasilan implementasi e-commerce dan laba bersih UMKM. Hasil dari evaluasi keberhasilan implementasi e-commerce dengan pendekatan socio-technical system menunjukkan bahwa UMKM A memiliki kecenderungan perspektif socio-technical system yang baik berkontribsi pada adopsi e-commerce yang lebih tinggi, dan laba bersih perusahaannnya. UMKM B dan UMKM C menunjukkan bahwa nilai keempat perspektif socio-technical system yang lebih rendah dari UMKM A juga berdampak pada belum maksimalnya nilai adopsi e-commerce dan laba bersih yang jauh lebih kecil dari UMKM A. ======================================================================================================================= MSMEs have an important and strategic role in the economic development of Indonesia. Several MSMEs in Indonesia take advantage of IT by implementing e-commerce to improve the performance of MSMEs and increase their competitive advantage. The problem of this research is a number of MSMEs experience failures when implementing e-commerce because they do not realize the advantages of using e-commerce. The low level of e-commerce implementation in Indonesia is mainly due to the inability of MSMEs to synchronize the business and take advantage of IT. The purpose of this research is to develop a socio-technical system model that can be used to identify the successful implementation of e-commerce, identify BPOMM, IT readiness, owner characteristics, and external factors of MSMEs that affect the implementation of e-commerce and analyze the influence of the social perspective. technical system and e-commerce adoption model on MSME net profit. The socio-technical system model developed in this study was carried out by identifying the socio-technical system perspective consisting of people, structure, task, physical system, and complex environment based on BPOMM, IT Readiness, characteristics of MSME owners, and MSME external factors. Furthermore, analysis is carried out based on the socio-technical system perspective of the BPOMM measurement and IT readiness measurement as well as owner characteristics and external factors of MSMEs. The results of the analysis used to analyze the success level of e-commerce implementation and the net profit of MSMEs. The results of the evaluation of the successful e-commerce implementation with a socio-technical system approach show that MSME A has a tendency to have a good socio-technical system perspective contributing to the higher e-commerce adoption level and the company's net profit. MSME B and MSME C show that the value of the four socio-technical system perspectives which are lower than MSME A also has an impact on their e-commerce adoption level which is not maximal and their net profit which is much smaller than MSME A.
