Abstract
Penelitian ini mengevaluasi efisiensi implementasi e-procurement di Proyek MOPU Prameswari 8, khususnya pada pengadaan boiler pump. Metode Multi-Criteria Decision Analysis (MCDA) digunakan untuk mengidentifikasi faktor penghambat dan menentukan supplier terbaik. Data diperoleh dari studi literatur, spesifikasi supplier, dan kuesioner yang melibatkan pemangku kepentingan. Faktor penghambat yang teridentifikasi meliputi masalah harga, kualitas, waktu pengiriman, dan layanan pelanggan yang memengaruhi skoring masing-masing supplier. Hasil MCDA menunjukkan bahwa Supplier B (De-Pump Company) meraih skor tertinggi (90.44), diikuti Supplier C (Zoomlian Pump Co., Ltd.) dengan skor 90.35, sementara Supplier A (Yancheng Ocean Water Pump) memperoleh skor terendah (86.63). Penelitian ini mengungkap adanya perbedaan signifikan antara keputusan awal yang cenderung memilih Supplier A, dengan hasil MCDA yang merekomendasikan Supplier B dan C. Rekomendasi penelitian meliputi perbaikan sistem e-procurement, pelatihan, peningkatan komunikasi, revisi kebijakan, dan pemilihan supplier berdasarkan hasil MCDA. Penelitian ini berkontribusi pada pemahaman pentingnya pengambilan keputusan berbasis data dalam pengadaan, dan menekankan manfaat MCDA dalam meningkatkan efisiensi, transparansi, dan akuntabilitas pengadaan elektronik. Penelitian selanjutnya disarankan untuk mengeksplorasi metode MCDA lain, melakukan analisis sensitivitas mendalam, dan melakukan penelitian kualitatif tambahan untuk memperkaya temuan penelitian.

This study evaluates the efficiency of e-procurement implementation at the MOPU Prameswari 8 Project, focusing on the procurement of boiler pumps. The Multi-Criteria Decision Analysis (MCDA) method was used to identify hindering factors and determine the optimal supplier. Data was obtained from literature reviews, supplier specifications, and questionnaires involving stakeholders. The identified hindering factors included issues with price, quality, delivery time, and customer service, which affected the scoring of each supplier. The MCDA results showed that Supplier B (De-Pump Company) achieved the highest score (90.44), followed by Supplier C (Zoomlian Pump Co., Ltd.) with a score of 90.35, while Supplier A (Yancheng Ocean Water Pump) received the lowest score (86.63). This study reveals a significant difference between the initial decision, which tended to favor Supplier A, and the MCDA results, which recommended Suppliers B and C. Research recommendations include improvements to the e-procurement system, training, enhanced communication, policy revisions, and supplier selection based on MCDA results. This study contributes to the understanding of the importance of data-driven decision-making in procurement and emphasizes the benefits of MCDA in improving the efficiency, transparency, and accountability of electronic procurement. Further research is recommended to explore other MCDA methods, conduct in-depth sensitivity analysis, and undertake additional qualitative research to enrich the study's findings.
