Abstract

Perkembangan teknologi digital mendorong pemerintah daerah mengembangkan inovasi smart city, termasuk digitalisasi UMKM untuk meningkatkan daya saing ekonomi lokal. E-Peken merupakan marketplace digital Pemerintah Kota Surabaya yang dikembangkan untuk mendukung pemasaran produk UMKM, toko kelontong, dan pelaku usaha lokal. Meskipun beberapa penelitian telah membahas E-Peken dari aspek pemberdayaan UMKM, efektivitas program, dan peningkatan ekonomi, kajian yang mengaitkan implementasi E-Peken berdasarkan teori George C. Edward III dengan dimensi smart economy, smart governance, dan smart society masih terbatas. Penelitian ini bertujuan menganalisis implementasi E-Peken serta kontribusinya terhadap peningkatan smart economy, smart governance, dan smart society di Kota Surabaya. Metode penelitian yang digunakan adalah kualitatif deskriptif melalui wawancara, observasi, dan dokumentasi. Data dianalisis menggunakan model Miles dan Huberman melalui reduksi data, penyajian data, serta penarikan dan verifikasi kesimpulan. Uji keabsahan data dilakukan melalui triangulasi sumber dan triangulasi teknik. Informan penelitian meliputi Diskominfo, Dinkopdag, pelaku UMKM, konsumen masyarakat umum, dan konsumen ASN. Hasil penelitian menunjukkan bahwa implementasi E-Peken telah selaras dengan teori Edward III melalui komunikasi antarinstansi, dukungan sumber daya, komitmen pelaksana, dan koordinasi birokrasi, meskipun masih terdapat kendala teknis serta keterbatasan intensitas pendampingan. Kontribusi terhadap smart economy terlihat dari perluasan pemasaran, kemudahan fitur, peningkatan omzet pada awal implementasi, penggunaan transaksi digital, serta peluang kerja melalui tenaga pengiriman dan jasa kurir, namun manfaatnya belum merata dan omzet menurun hingga 2025. Pada smart governance, E-Peken mendukung kemudahan legalitas usaha, transparansi informasi toko, akuntabilitas transaksi, mekanisme aspirasi, dan akses informasi kebijakan. Pada smart society, E-Peken mendorong interaksi digital, literasi pengguna, pembelajaran antarpelaku usaha, serta rasa aman melalui identitas dan legalitas usaha. Implikasi penelitian ini menunjukkan perlunya penguatan promosi kepada masyarakat umum, peningkatan pendampingan digital, stabilitas sistem, integrasi layanan pengiriman, dan perluasan pasar agar E-Peken lebih berkelanjutan sebagai instrumen smart city berbasis ekonomi lokal.

The rapid development of digital technology has encouraged local governments to develop smart city innovations, including the digitalization of Micro, Small, and Medium Enterprises (MSMEs) to enhance local economic competitiveness. E-Peken is a digital marketplace developed by the Surabaya City Government to support the marketing of products from MSMEs, neighborhood grocery stores, and other local business actors. Although several studies have examined E-Peken from the perspectives of MSME empowerment, program effectiveness, and economic improvement, research linking the implementation of E-Peken based on George C. Edward III’s implementation theory with the dimensions of smart economy, smart governance, and smart society remains limited. This study aims to analyze the implementation of E-Peken and its contribution to the enhancement of smart economy, smart governance, and smart society in Surabaya City. The research employed a descriptive qualitative approach through interviews, observations, and documentation. Data were analyzed using the Miles and Huberman model, consisting of data reduction, data display, and conclusion drawing and verification. Data validity was ensured through source triangulation and technique triangulation. Research informants included representatives from the Department of Communication and Informatics (Diskominfo), the Department of Cooperatives, Trade, and Industry (Dinkopdag), MSME actors, general consumers, and civil servant consumers. The findings indicate that the implementation of E-Peken is generally aligned with Edward III’s theory through inter-agency communication, resource support, implementers’ commitment, and bureaucratic coordination, although technical issues and limited mentoring intensity remain challenges. Its contribution to smart economy is reflected in expanded market access, user-friendly features, increased revenue during the initial stage of implementation, the adoption of digital transactions, and employment opportunities through delivery personnel and courier services. However, these benefits have not been evenly distributed, and business revenues have declined by 2025. In terms of smart governance, E-Peken supports business licensing facilitation, transparency of store information, transaction accountability, public feedback mechanisms, and access to policy information. Regarding smart society, E-Peken promotes digital interaction, user literacy, peer learning among business actors, and a sense of security through business identity verification and legal compliance. The findings imply the need to strengthen promotion to the general public, enhance digital mentoring, improve system stability, integrate delivery services, and expand market reach to ensure the sustainability of E-Peken as a local economy-based smart city instrument.
